Preliminary work for pilot VAT reform finished

News from national tax department showed that the simulation run for the pilot reform of replacing turnover tax with value-added tax (VAT) was finished and the preliminary work for the pilot reform came to an end. Half a month later, the reform will be launched officially.

It is learned that the collection and management system of the national tax department has already registered 12,666 businesses till Nov. 8, among which 3,700 businesses are in the transportation area while the rest are in modern services industry. In those companies, 2,093 have been identified as general taxpayers, with 562 being in the transportation area and 1,531 in modern services industry.

Counties and towns also measured the influences brought by the pilot reform. For instance, Haishu District affirmed that 2,141 pilot taxpayers would change to pay VAT rather than turnover tax, and the VAT reform was expected to lead to reduction of about 200 mln yuan of turnover taxes, while Beilun affirmed 1,367 taxpayers and saw a decrease of 30 percent in tax burden rate. Investigations conducted previously showed that 95 percent of Ningbo’s pilot enterprises might saw a decrease in their tax burden during this reform.

Regulation campaign on scrapped vehicles started

It has been learned from the Bureau of Trade, Ningbo that departments of trade, public security, transport and three other authorities will start management of scrapped cars from this November to February, 2013. It has been stipulated that owners of scrapped cars should apply for cancellation of their registration, that companies handling scrapped cars should prevent the cars from returning back to market and that authorities should confiscate scrapped cars if they are found still on road.

This management focuses on examining companies handling scrapped cars, second-hand car markets and car maintenance companies to prevent such illegal actions as speculative reselling, assembling new cars from scrapped ones and driving scrapped and newly-assembled cars.

East-China sub-center of CATARC settled

The signing ceremony for the settling of the East-China sub-center of China Automotive Technology & Research Center (CATARC) in Hangzhou New Bay area was held on the morning of Nov. 16. CATARC, Ningbo Entry-Exit Inspection and Quarantine Bureau and the Administrative Committee of Hangzhou New Bay area signed the agreement together. Officials attended the ceremony include Zhou Jiangyong, a member of the Municipal Standing Committee, and Zhao Hang, the director of CATARC. 

It is learned that the total investment of the project is over 500 mln yuan and the investment for fixed assets is more than 300 mln yuan. Upon completion, the sub-center is able to conduct such functions as vehicle inspection, tests for electronic system, auto energy-saving and emission-reducing system, and tests for lighting appliances and other key automotive parts.

 According to an official of the Administrative Committee of Hangzhou New Bay area, Hangzhou New Bay area, as the strategic platform for Zhejiang’s marine economy, has gradually evolved into an emerging automotive industry sector of the Changjiang River Delta region. The set-up of the sub-center can not only provide test services for cars in East China, it can also provide support to the building of automotive industry base and offer help to the sustainable development of the area’s automotive industry as well as the construction of automotive community. 

Demonstrative bases of excellent enterprise culture selected

After a process of five-month selections, the 2012 Selection of Ningbo Demonstrative Bases of Excellent Enterprise Culture, hosted by Ningbo Research Institution of Enterprise Culture, ended recently. Ten enterprises including Haitian Plastics Machinery Co., Ltd, Veken Group Co., Ltd., Ningbo Yinyi Group Company and seven others have been cited as demonstrative bases of excellent enterprise culture.

The Selection, held every other year, is the most important in accrediting enterprise culture, according to Cao Yun, secretary-general of the Institution. And since its beginning in 2010, the Selection has been paid close attention to.

City to have sufficient power supply this winter

The power supply will be sufficient for Ningbo as winter approaches, said local authorities. Power demand was on rise as recent cold airs visited Ningbo and brought a temperature drop from 15 ℃ in late October to the current 5 ℃. The city's maximum power consumption was 6.93 million kilowatts on November 9, an increase of nearly 300,000 kilowatts compared to the end of October, an increase of 9.5 percent year-on-year.

According to previous experience, Ningbo will expect its peak winter demand in mid-December as heating demand grows. It is estimated that the maximum power demand could reach 8 million kilowatts this winter.
