Emerging economies should be given bigger role: UN official

 BEIJING, Dec. 17(Xinhuanet) --China and other emerging economies deserve a bigger say in the decision-making process if global decision-making bodies are to remain relevant, a UN official said.

Action is needed to reform bodies to adapt to the new role of developing countries and emerging powers or they will risk losing relevance, said Rebeca Grynspan, undersecretary-general of the UN and associate administrator of the UN Development Program.

"We need to avoid countries increasingly pursuing avenues that undermine the effectiveness of existing governance systems. We need to pursue complementarities in our efforts and reinforce existing institutions," she said in an interview on Friday. Grynspan is on an eight-day visit to China that ends on Monday.

The IMF adopted a package of measures in 2011, including quota increases for 54 countries. This resulted in China, Brazil, Russia and India being among the top 10 shareholders.

"The time has come to define a new role for developing countries as actors in a more fair, open, accountable and effective global system ," she said.

As the largest developing country and second-largest economy in the world, "China can use its increased influence to demand a greater say for developing countries in the international arena", Grynspan said.

Grynspan will attend the Global Governance Forum, jointly held by the UNDP and the China Center for International Economic Exchanges, in Beijing on Monday. The forum will focus on how China and other emerging economies can contribute to global governance.

"China has a role to play in the global arena, but at the same time it has its own challenges in development," Grynspan said.

China's new leadership has shown greater emphasis on social and environmental development, moving away from GDP-centered growth that partially creates inequality and environmental degradation, she said.

"During my interaction with leaders in China, I have noticed that the government has given priority to innovation in social management and environmental protection after the 18th Party congress," she said.

Last month, Vice-Premier Li Keqiang said the government will simplify the registration process and pledged more funding for non-government organizations dedicated to tackling HIV/AIDS.

Grynspan cited Li's words and said this has sent out a positive signal that the new leadership will better engage civil societies to deliver better services.

The UNDP and authorities in Ningbo, Zhejiang province, signed a framework agreement on Friday to boost sustainable development.

One project will involve the setting up of agricultural cooperatives in rural areas to support production and living standards in selected towns.

Ningbo Yinzhou Bank Welfare Foundation has agreed to provide $2 million to fund the project.

The UNDP also plans to work with the Ningbo civil affairs bureau to run pilot projects to empower community-based organizations and encourage public-private partnership in social services.

Liu Qi, mayor of Ningbo, said the city has encountered pressing issues, including imbalances between rural and urban areas, but cooperation, such as these initiatives, is the way forward.

Thanks to rapid economic growth, China has reduced poverty and has greatly improved living standards, Grynspan said.

However, "growth will be halted if environmental degradation continues", she said.

Grynspan praised projects to boost the low-carbon economy.

"We have witnessed China's incredible investment in renewable energy, as it has become the second-largest producer of wind power in the world and the biggest exporter of photovoltaic solar panels," she said.

Domestic garbage classification and treatment to be promoted

On the morning of December 25, Ningbo Municipal Government meeting approved the "implementation plan (2013-2017) for domestic garbage classification-based treatment and recycling".

In recent years, with the acceleration of urbanization, the amount of domestic garbage has been growing in the central areas, with the annual growth rate of 4.11% from 2007 to 2011. In the first 11 months this year, the daily amount of domestic garbage in central areas reached 3862 tons, posing great pressure for treatment and classification.

According to the plan, by 2017, Ningbo will take the lead in China in terms of the level of domestic garbage disposal and recycling, with the classification coverage of 50%, recycling rate of 5% and per capita reduction rate of 15%.

Provincial "Culturally Strong Towns" and "Cultural Demonstration Villages" awarded

Recently, Zhejiang Provincial Culture Bureau issued the results of the election of "Zhejiang Provincial Culturally Strong Towns" and Zhejiang Provincial Public Cultural Service Innovation Awards. Among the 28 towns (streets) titled as "Culturally Strong Towns" and 105 communities (villages) titled as "Cultural Demonstration Villages (Communities)", there are 21 units from Ningbo. Besides, 21 grass-roots programs for public cultural services and 16 individuals got the "Provincial Public Cultural Service Innovation Awards".

It is said that the newly-elected "Culturally Strong Towns" in Ningbo include Baidhe Street of Jiangdong District, Chunxiao Town of Beilun District, Hengxi Town of Yinzhou District, Kandun Street, Longshan Town and Guanhaiwei Town of Cixi County, Langxia Street of Yuyao County and Xidian Town of Ninghai Street. All these winners attach great importance to cultural construction. With an area of 2500 square meters for public cultural services, each of them has been actively organizing various cultural activities that are well received by the local people. They emphasize the protection of material and non-material cultural heritages and have established the colorful and healthy cultural markets that are in line with their economic and social development. Besides, they have full-time staff to manage the public cultural facilities and provide free services, and have established at least one free service brand.

In addition, 13 units, including Bailun Community of Zhaobaoshan Street in Zhenhai District, Xiushui Community of Gulou Street in Haishu District and Sanqishi Village of Sanqishi Town in Yuyao County, are listed as "Zhejiang Provincial Cultural Demonstration Villages (Communities)".

Ningbo to strengthen eco-environment protection

On December 20 and 21, after an inspection of Zhenhai District and Beilun District, Wang Huizhong, Member of the Standing Committee of Zhejiang Provincial Part Committee and Secretary of Ningbo Municipal Party Committee, pointed out that environmental protection will be the focus of next year's work for Ningbo. The government will make great efforts to protect the eco-environment and build Ningbo into a more beautiful and livable city.

On the afternoon of December 20, accompanied by some related officials, Wang Huizhong and Vice-mayor Wang Renzhou arrived in Zhenhai District to have an on-site inspection of Zhehai Environmental Monitoring and Control Center. After watching the monitoring, Wang Huizhong said that eco-environment is people's major concern, so it is important to have strict monitoring and law enforcement. It is also important to provide convenient and open accesses to information for the people. The inspection team also went to Zhenhai Metal Industrial Park and the Coal Wharf of Zhehai Port of Ningbo Port Bureau. Wang Huizhong carefully examined their operation and requested the two units to take effective measures to implement transformation or transfer for the improvement of the eco-environment as soon as possible.

On the morning of December 21, accompanied by Chen Lixing, Member of the Standing Committee of Ningbo Municipal Party Committee and Secretary of Beilun District Party Committee, Wang Huizhong arrived at Beilun Yandong Drainage Corporation to inspect the sewage treatment and reclaimed water reuse project. Wang Huizhong was pleased to hear about the sewage treatment capacity of 210,000 tons and the daily water regeneration capacity of 100,000 tons, and commented that this is a kind of "win-win" situation of economy and environment. The inspection team also examined the comprehensive afterheat utilization project of Beilun Electricity Plant, which has respectively reduced sulfur dioxide and carbon dioxide by 14,000 tons and 940,000 tons since its operation. Wang Huizhong praised the effectiveness of the project in environmental protection and pointed out that it is sensible to encourage and promote similar projects to recycle the resources for a better environment.   

During the inspection, Wang Huizhong listened to the reports of this year's work and next year's working plans of the two districts. He said that the governments should actively respond to the people’s concern for environment and make eco-civilization construction their priority to promote green, recycling and low-carbon development. They should make efforts to address the environmental issues and let the people see and feel the significant improvement of the eco-environment. Great efforts should also be made to reduce the emission of pollutants to such an extent as not only to meet the standards of the monitoring indexes but also to make the people feel the difference, thus avoiding the conflicts between monitoring indexes and the people’s senses. According to the regional industrial characteristics, the governments should focus on the comprehensive treatment of organic gases, coal dusts and vehicle emissions, the standardized construction of buildings and the improvement of facility protection to reduce the air pollution. Finally, it is desirable to strengthen the inland river improvement and forest coverage rate in order to build Ningbo a beautiful city suitable for both residence and industry.

Industrial economy shows signs of recovery

The economy report released by Ningbo Economy and Information Commission shows that from January to November, enterprises above the designated size have achieved an industrial added value of 192.82 billion Yuan (30.92billion USD), up by 3.7% over the same period of last year. With an increasing rate of 3% higher than the export sales, the home sales of industrial products take up 77.1% of the total sales.
From January to November, the industrial total output value is 1,079 billion Yuan, the sales value 1,047 billion Yuan and the export delivery value 239.6 billion Yuan, down by 0.1%, 1.3% and 3.6% respectively. The output sales value achieves 97%, down by 1.2% over the same period. From January to October, the amount of profit and tax of enterprises above the designated size totals 82.97 billion Yuan and the amount of profit 39.13 billion Yuan, dropping by 14.7% and 25.5% respectively.
Export delivery value of the enterprises above designated size from January to November hits 239.61 billion Yuan, down by 3.6% over the same period and up by 1.5% compared with that of last month. With a positive growth in two consecutive months of the year, the export delivery rate of November increases at 9.8%, up by 9.2% than that of last month. The home sales amount from January to November reaches 807.54 billion Yuan, down by 0.6% over the same period and up by 1.0% over last month.
The export-oriented Ningbo industry is vulnerable to sluggish markets. In recent years, seizing the national favorable policies of expanding domestic demands, Ningbo enterprises turn to domestic markets. With a yearly increasing rate of home sales, industrial home sales has achieved 76.8%, up by 5.7% over 2006, lowering the influence of insufficient export. 
Ningbo brand enterprises have succeeded in expanding the domestic markets, with sales taking up 35% of the sales output value of enterprises above the designated size. Sales of 209 industrial products rank among the first three in China and sales of 135 products rank first. 
   From January to October, the technological expenditure of enterprises above the designated size is 11.32 billion Yuan, up by 13.3% over the same period and 16.8% higher than the increasing rate of the main business income. 1689 products have been patented, up by 26.5% over the same period of last year. From January to November, the new products output value of enterprises above the designated size reaches 214.88 billion Yuan, up by 9.0% over the same period and with an increasing rate of 9.1% higher than that of the output value. The output value rate of new products hits a record high of 19.9%, 1.7% higher over the same period.
