Ningbo to build a multi-functional satellite town

The blueprint for Shishigang Town, one of the 8 satellite towns of Ningbo, has been made. On March 11, Ningbo Planning Website released General Plan of Jishigang Town of Yinzhou District of Ningbo (2010-2030). This is the 2nd general plan of a satellite town Ningbo Municipal Government has approved (it approved the general plan of Cicheng Town in 2011). 
According to the General Plan, Jishigang Town should be a satellite town of the ‘western portal’ of Ningbo central area that integrates functions of living, regional public service, hi-tech industries and ecological recreation. 
With respect to the third industries, the satellite town should have functions of shopping, recreation, business and production in the core urban areas and living areas. The Siming Mountain Area and the plain area west of the Ring Expressway should have the function of recreation. 
With respect to the first industry, the plan specifies that the west of the Ring Expressway should be reserved for the first industry, especially high-performance ecological agricultural parks. With respect to the second industry, the plan specifies that the existing industrial parks should be kept and that the industrial upgrading of the airport-oriented industries should be accelerated.

Ningbo's government transparency take the lead among similar cities in the country, according to the annual report released by the Chinese Academy of Social Sciences. It is learned from the government legal work conference held on March 5 that in 2012, among all the provincial capitals and cities with independent planning, Ningbo ranked No.1 and won the distinct award for government transparency.
According to the Legal Affairs Office of the Municipal Government, in recent years, in accordance with the requirements of the State Council, such as the opinions on promoting the administration by law enforcement and strengthening the law-governed government construction, Ningbo has implemented the "six speeding-up" strategy, and has developed and introduced a series of rules and regulations on the major administrative decision-making procedures. In accordance with the requirements of building a transparent government, Ningbo has been constantly promoting the publicity of government information. Through the information management system for the responsibility system of administrative law enforcement, Ningbo Municipal Government has updated 1209 pieces of administrative law enforcement information by the city's 42 municipal departments, and has demonstrated to the public 17,582 pieces of administrative law enforcement information. In August 2012, Ningbo took the lead in China in opening the online administrative enforcement & electronic surveillance system, which covers the city's 40 administrative law enforcement departments. As a result, the procedure of administrative punishment cases has achieved online operation, which has played a positive role in promoting the standard, fair, transparent and efficient operation of the government's administrative power.

Annual per capita income of fishermen of Ningbo breaks the mark of 20,000 yuan

In 2012, the fishery economy in Ningbo saw rapid growth. The total output of seafood amounts to 991,500 tons, 2,275 tons more than the previous year. The value of fishery reaches 11.78 billion yuan, increased by 820 million yuan. The per capital income of the fishermen reaches 20,719 yuan, increased by 8.56%.

Statistics show that despite the small increase rate of 0.23% in the total output, the year-on-year increase of the total value reaches 7.48%. Although there was a reduction of about 1,000 ha of seafood farms affected by the typhoon, the total output of aquaculture still reaches 354,800 tons, and despite the 1.18% reduction of the output, the output value still reaches 6.228 billion yuan, an increase of 9.76% year on year. Aquaculture grows fastest in the fishery industry of Ningbo.

It is learned that The per capital income of the fishermen reaches 22,719 yuan, breaking the mark of 20,000 yuan, with the increase rate reaching 8.56%. This is attributed to the stable fishery production situation, which led to the steady growth of the production-oriented income. The preferential policy of diesel oil is also a great contribution to the growth of the income of the fishermen, turning fishermen into one of the communities with highest payment in agriculture in its general sense.

According to a proposal from the commerce & trade work conference held on March 4, Ningbo will make efforts to strengthen consumption and promote economic growth in 2013 by enhancing effective investment, developing new industries, strengthening the scale of enterprises and expanding people's livelihood needs. It is expected that the total retail sales of consumer goods will rise by 13%, and the wholesale sales and the added value of the accommodation and catering sector will rise by 10% over the previous year. The total commodity sales will exceed 1.1 trillion yuan.

In 2013, Ningbo will adjust and optimize the layout of the key commerce & trade projects by transferring some of the large-scale commercial complex from the increasing overcrowded downtown areas to such minor markets in the central towns and satellite cities. Thus a comprehensive development layout will be formed, integrating the downtown areas and other places such as peripheral areas, satellite cities, small towns and new rural communities. the city will continue to improve effective investments and strengthen its developing trend. Besides, by integrating the existing resources, Ningbo will build such festive occasions as Ningbo Food Fair, New Year Goods Exhibition and Ningbo Shopping Festival, and Ningbo Food Festival into the festival brands with strong regional influence.
