The 12333 National Consultative Day

On the morning of January 30, the 12333 National Consultative Day was celebrated on the Zhongshan Square in Ningbo. Hosts of people came to the square for information for affairs in social security like old age and medical care.

Since policies of social security concern people's well being the people are more and more aware of social security which results in the increase of demands for social security. "The 12333 is the service hotline for human resources and social security services, with which people can have services in policy consultation, help for access to public services, information and complaints and so on," said Chen Chao, Director of the hotline center of Ningbo Municipal Bureau of Labor and Social Security. Since 2004, the center has received over 1.3 million calls for help. "Like the questions they ask today, 80% of the calls are about issues in the social insurances and the same is true with the medical care problems."

14 heavily-polluting and high energy-consuming sectors to be remediate improved

A special campaign of eliminating backward production capacity has been officially launched in Ningbo since March 26. The campaign will focus on the treatment and improvement of 14 heavily-polluting and high energy-consuming sectors, to free a space of 300,000 tons of standard coal and revitalize 4,000 acres of the stock lands. From next month on, the municipal economy and informatization departments, environmental protection departments and housing and construction departments will be working together to carry out the large-scale improvement campaign on 14 key industries and 14 key enterprises with backward or illegal production capacity in some major industries.
It is the essence of this campaign to phase out backward production capacity. Through this special campaign, Ningbo will phase out a batch of enterprises with backward production capacity,  complete the elimination of S7 transformers in industrial enterprises and complete half of the elimination task of S7 transformers in non-industrial enterprises, in 14 high energy-consuming and highly-polluting industries, including steel and iron, nonferrous metals, chemicals, paper-making, cement, textiles, printing and dyeing, chemical fibers, electroplating, smelting of recycled metals, molding, surface pickling of metals, processing of used plastics and bricks and tiles.

2011 White Paper for innovative city construction released

Recently, the Leading Group Office for innovative city construction informed the media of the progress of the innovative city construction in 2011 and released the “2011 White Paper on Ningbo innovative city construction”. The report shows that in 2011, the city’s innovation index is 366.47, an increase of 266.47% compared with that of 2006. Among all the indexes, innovation capability index and innovation process index rise most dramatically.

According to the white paper, in 2011, Ningbo made great progress in promoting the construction of the national pilot city for innovative city construction by speeding up the transformation of economic development, making efforts to improve independent innovation capacity and optimizing the environment for innovation and business. The white paper also makes an assessment of the 11 districts (and counties) in their construction. In 2011, Yinzhou District took the lead in terms of the innovation index for the fifth consecutive year, demonstrating a strong innovation edge.

130 million yuan allocated to support technical transformation

As an "year of enhancing effective investments", the year of 2013 will witness the total investment of more than 100 billion yuan in key projects, a growth rate of over 10% over the previous year. "To ensure the effective investments in the industry, in 2013 the city will combine the investment in technical reform with the development of enterprise echelon closely." According to an official from Ningbo Commission of Economy and Informatization, the municipal government will allocate 130 million yuan as a special fund for industrial investment in technical reform, mainly for technical upgrading projects in high-growth enterprises and such key special projects as "industrial chain technological transformation". It is expected that the city's industrial investment and technical innovation will grow by 25%.

Specifically speaking, for those included in the city's technical reform projects in high-growth enterprises, the government subsidies will amount to 12% of their actual total investment in equipment and technology, and the maximum grant amount is 10 million yuan. For those included in the city's "industrial chain technical innovation" projects, the subsidies will amount to 10% of their actual total investment in equipment and technology, and the maximum grant amount is eight million yuan. For those included in the special projects for industrial design industrialization,  traditional industries and technical reforms in emerging industries, the subsidies will amount to 8% of the actual total investment, and the maximum grant amount will be improved from three million yuan to five million yuan. Currently, 125 enterprises in Ningbo have been included in the first batch of "high-growth incubator program".

Ningbo leaders meeting with British guests

On the morning of March 22, Vice-mayor Hong Jiaxiang welcomed and met with the Delegation of British Healthcare Enterprises led by Brian Davidson, British Consul General in Shanghai. 
The delegation is mainly composed of represents from such well-know British healthcare enterprises as Bupa and Synergyhealth, and the officials from the British Embassy in Shanghai. With this visit to Ningbo, the delegation aims to have a better understanding of the economic and social development as well as the medical market situation in Ningbo, and discuss the issues on strengthening the exchange and cooperation between Ningbo and the Great Britain in such fields as economy, trade and healthcare.
