Ningbo Changes Land Use Pattern to Promote Development

Municipal work conference of land and resources was held on February 27. Mayor Liu Qi pointed out that the present management of municipal land and resources faced multiple pressure including. We should deepen reform and innovation and change land use pattern to fundamentally ease the tensions and contradictions between supply and demand of land resources.

  It was learned that three reforms were to be promote in Ningbo this year. First, the reform of the administrative examination and approval system would be push forward actively and steadily and the power would be transferred to county (city) and district level as far as possible. Second, the construction of pilot site of wasteland and hilly land would be accelerated and new industrial projects were to be introduced in these pilot blocks. Third, the promotion of the linking pilot of the increase and decrease ofconstruction land in urban and rural areas would be speeded up.

 

  Liu said that Ningbo was now experiencing high-speed urbanization with an urbanization rate of nearly 70%. In the process, it is necessary to protect the land requirement of urban development as well as preventing uncontrolled expansion. Efforts should be made in optimizing the spatial layout, strengthening overall land management and promoting gradual formation of land development pattern matching with agricultural and ecological space and linking urban and rural, regional, people and land as a whole. Governments at all levels should provide support to key projects, especially municipal projectssettled in county (city) and ddistrict areas and projects cross counties (cities) and districts areas. Government should build a long-term mechanism to transfer idle land and improve the efficiency of the land use.

  Peng Qun, Deputy Commissioner of the Shanghai Bureau of State Land Supervision attended the conference and made a speech. Shou Yongnian, First Deputy Mayor, presided over the conference. At the conference, the municipal government signed responsibility contract with nine counties (cities) and districts for farmland protection.
