Ningbo ranks No. 6 in the Forbes list of "2011 Best Cities for Business"

The Forbes list of "2011 Best Cities for Business in the mainland China" was released on October 10. Thanks to its "six-quickening" policy and its advantage in private economy and port logistics, Ningbo ranks No. 6 in the list, up by 2 places over the last year. As is known, this is the 8th successive time for Ningbo to rank among the top 10 in the list.

The list is produced by Forbes China, the Chinese version of Forbes, one of the world famous finance media. The top ten of the best cities for business include Guangzhou, Shenzhen, Hangzhou, Shanghai, Nanjing, Ningbo, Wuxi, Suzhou, Beijing and Tianjin.

According to an official from Development Research Center of Ningbo Government, the better position for Ningbo in the list is due to the enhancement of its capacity of both passengers and freight transporting. Among the 654 cities included, Ningbo ranks No. 8 in passenger transporting index and No. 5 in freight transporting index. In addition, faced with the great challenge of scientific and technological innovation and information trade, Ningbo is making every endeavor to build a "smart city". This emphasis on smart development inevitably helps enterprises to cut their operating costs, which leads to the city's rise in place in the list.

It can be found that Yuyao and Cixi , the two county-level cities, are also listed among the top 100 Best Cities for Business, with the places of No. 67 and No. 76 respectively

Cloud computing construction making significant progress

It is learnt from the Ningbo Branch of China Telecom that after 5 months' intensive construction, the standard computer room for the IDC, located in the Zhuangshi Street in Zhenhai District, is now ready for operation. It aims at providing such services as host administration, virtual host, IDC value-added service and application outsourcing for international enterprises, large enterprises, and governments and financial institutes with special demand for data security. It is said that the investment in the IDC, with an area of 1700 square meters, a scale of 500 frames and an outlet bandwidth of 80G, amounted to 73.65 million yuan.

"This year, the branch has invested over 200 million yuan in the construction of the IDC and increased the outlet bandwidth by 200G, making Ningbo the important supplement for the provincial and national data centers." said the official in charge of Ningbo Telecom. The newly built IDC will enhance its services for cloud computing by providing more value-added services such as the statistical analysis of flow rate and the application system, the backup and recovery of data and network security. It will also strengthen its cloud computing construction in terms of the network management, user authentication and accounting, large capacity storage equipment and network security.

Turnover and price fell for second-hand housing

Statistics from Ningbo Committee of Housing and Rural-urban Development shows that in September, the transaction areas of new commercial housing and second-hand housing in the downtown area are 110,000 square meters and 60,000 square meters respectively. The total area remains almost the same as that of August, and this is the smallest figure since 2008.

As September is the traditional selling season for houses, the newly released housing estates prevailed over the 6 districts of Ningbo. There are 16 new housing estates available in the web, of which 11 estates are for residence. Most estates provide a number of small and medium-sized houses to satisfy the basic need of potential house buyers.

Greatly affected by the wait-and-see sentiments, the market didn't see a big turnover even with the existence of those new housing estates. According to the statistics from the real-time record system of commercial housing, by the end of September, the residence housing had reached 21127 sets, up by 2391 sets compared with the last month. The total area of the housing reached 3 million square meters, increasing by 370,000 square meters over the last month. And the average area per house reached 142.1 square meters, an increase of 1.77 square meters over the last month, reaching a historical high.

The turnover of the second-hand housing in the 6 districts of Ningbo has decreased for five successive months. The turnover of September stood at 671 sets, down by 81 sets over last month. The average area per house is 85.4 square meters and the average price is 727,300 yuan.

Judged from the statistics of the last few months, the price of the second-hand housing is decreasing with speed. In August, the average area per house is 84.95 square meters, with the average price of 839,300 yuan. While in July and June, the average areas are 80.96 square meters and 93.24 square meters respectively, and the average prices 899,800 yuan and 932,400 yuan respectively. According to Shi Jianyi, Ningbo Regional Director of 21st Century Real Estate Agency, it is very hard to close a deal if the seller is unwilling to reduce the price by 20 to 30%.

According to the statistics from Ningbo Committee of Housing and Rural-urban Development, in the first nine months of this year, the total area of the housing transacted is 2.02 million square meters, down 28.6% over the same period last year. Specifically speaking, the total area of new housing is 1.29 million square meters, down 9.5% over the same period last year, and that of second-hand housing 730,000 square meters, down 47.6% over the same period last year.

In terms of the trend on a monthly basis, the turnover of January recovered greatly with a total area of 530,000 square meters. However, with the release of the No.1 document (2011) of the General Office of the State Council, the turnover has declined continuously since February, and the average area of housing has been lower than 250,000 square meters per month, with second-hand housing area less than 100,000 square meters and new commercial housing area less than 150,000 square meters per month.

113 post office spots provide IC card recharging service

From October 9, the post office spots in Ningbo (including the 6 districts and Daxie Island) began to provide the recharging service for the public transportation IC cards. With the joining of the 113 spots, the total number of IC card recharging spots reached 130, and they can be found all over the city.

"The wide distribution of the post office spots is a great supplement to our existing recharging spots." said the official who is in charge of the Citizen Card Administration Company. Since last year, they have attempted to cooperate with the post office by opening 5 recharging spots in the downtown post offices. The result is quite satisfactory, which leads to the opening of the 113 spots.

From now on, the recharging of the regular IC cards and the purchase of the personalized IC card can be done in the 113 post office spots. But the preferential cards such as student cards, senior citizen cards, care cards and free-of-charge cards can only be got from the existing citizen card centers. In addition, according to the Citizen Card Administration Company, the online recharging service for the IC card will have been realized by the end of this year.

Ningbo becoming the gathering place for foreign-invested enterprises

Word came from the annual conference of Ningbo Foreign-invested Enterprises Society held on October 8 that Ningbo has already become the gathering place for the high-quality foreign investment and foreign-invested enterprises.

Statistics show that every introduction of 100 million dollars of foreign investment means the country can get 100 million yuan as tax revenue and another 3427 job positions will be created. It also means a total export and import value of 145 million dollars and a profit of 157 million yuan.

According to Ningbo Foreign Trade and Economic Cooperation Bureau, in 2010, there were 5772 foreign-invested enterprises with a total investment of 44.21 billion dollars, including a registered capital of 25.56 billion dollars. The realized investment added up to 23.81 billion dollars. By the end of 2010, the total investment, registered capital and realized investment had all increased compared with the previous year, an increase of 4.2 billion dollars, 3.04 billion dollars and 2.53 billion dollars respectively. 3221 foreign-invested enterprises proved profitable, an increase of 182 over the previous year. The profitable enterprises made up 56% of all the enterprises tested, up 3% over the previous year.

As one of the first opening-up coastal cities since the introduction of reform and opening-up policy, Ningbo has been making efforts to attract foreign businesses and investments actively and efficiently in a proper way. The investments have been closely integrated with equipments, technology, management and talents on a certain scale. The consistent inflow of the foreign investment greatly compensated the shortage of fund for Ningbo's development. In the meanwhile, by bringing in a large quantity of advanced production technology and administration experience, the foreign investment played a significant role in promoting the scientific and technological progress and industrial upgrading, in boosting tax revenue, employment and imports and exports, and in achieving the balanced development of different regions.

Ningbo Customs facilitating exports of aquatic products

The latest statistics released by Ningbo Customs show that in the first eight months of 2011 the total value of export of aquatic products amounted to 220 million US dollars, increased by 51.5% over the same period of last year. With the ending of the moratorium, the exports of aquatic products from the Ningbo port are sure to rise further.

Among the aquatic products exported, the live eel is the most popular with foreign customers in the first eight months. The total export value of live eel added up to 41.92 million US dollars, up by 22.7% over the same period of last year. Taking into consideration the fact that the export of aquatic products calls for a high speed of customs clearance, Ningbo Customs makes innovations to optimize its supervision mode and make efforts to facilitate the clearance. To be specific, the Customs adopts the "pre-declaring" mode for the bulk fresh seafood, and opens the "green passage" for fishing industry so that the fresh seafood can be promptly dealt with and pass the Customs as quickly as possible. In this way, the exporters may feel quite relieved.

In addition, by actively going into enterprises to do field research and to publicize relevant policies, Ningbo Customs endeavors to make suggestions to enterprises and help them solve the problems occurred in the process of transformation and upgrading.

It is said that for the first eight months this year, Ningbo's exports of aquatic products to Japan reached 89.77 million US dollars, up by 61.1% over the same period of last year.

Week of Talent, Science and Technology concluded successfully

The five-day Week of Talent, Science and Technology drew to a successful close on September 20. With its theme of "Talents guarantee the six-quickening strategy and guide the scientific development", the Week conducted 9 programs including the high-level talents fair, overseas talents business trip, high-level sci-tech fair, educational summit, design exhibition, sci-tech entrepreneurship contest, high-level talent forum and week of talent sci-tech promotion. Over 4000 enterprises and institutions attended the event with more than 40000 people present.

According to the preliminary statistics, this year's Week of Talent, Science and Technology is quite fruitful. Over 13000 talents reach the intention for introduction, and the cooperative intention for 83 sci-tech projects (at an investment of ￥137.3 million) are reached, with 23 projects actually signed (at an investment of ￥50.2 million). Four high-end innovation and entrepreneurship teams intend to settle down in Ningbo. Ningbo Haibang Talent Fund is established. The University of Nottingham UK, signs the four-party contract with the University of Nottingham Ningbo, Ningbo Education Bureau and Ningbo Bureau of Science and Technology, for establishing International Doctoral Innovation Centre. A contract is also signed with Yangtze Delta Region Institute of Tsinghua University Zhejiang, Federation of Chinese Professional Associations in Europe and Chinese Professionals Association of Canada, for setting up Overseas Centre for Ningbo Talent Work. 6 directors (of Ningbo origin) of overseas Chinese organizations are invited to serve as "Talent Ambassadors" for Ningbo. 16 workstations for academicians will be set up. 10 distinctive overseas studying talents and 10 distinctive overseas engineers receive awards for their good job.

There are altogether 17 academicians who attended the Week, among them is Professor Alvin Nienow, dean of the Department of Chemical Engineering of University of Birmingham and academician of the Royal Academy of Engineering.

The figures above not only manifest the ever-increasing attraction of Ningbo to talents, but also demonstrate the improvement in Ningbo's strength of science and technology.

Ningbo to promote the leapfrog development of modern service industry

When conducting field inspection in Yinzhou District, Liu Qi, vice Secretary of Ningbo Municipal Party Committee and Mayor of Ningbo emphasized the importance of quickening the development of modern service industry in the overall implementation of "six-quickening" strategy and in accelerating transformation of economic development mode. By laying bigger stress on some major fields, optimizing the environment for development and strengthening the support from talents, the industry is to develop by leaps and bounds and make contribution to the scientific and technological development and transformational development.
On the afternoon of September 19, accompanied by Shou Yongnian, Member of the Standing Committee of Ningbo Municipal Party Committee and Secretary of Yinzhou District Party Committee, vice Mayor Wang Renzhou, and vice Mayor Chen Yijun, Mayor Liu Qi first inspected China-Base Ningbo Foreign Trade Co., Ltd. Upon hearing the introduction of the business performance of the corporation, Mayor Liu Qi suggested that as the leading enterprise in import and export trade, while expanding the scale of business, the corporation may learn from the experience and practice of counterparts in other advanced cities and play a leading role in carrying out new port service industries such as ship leasing, shipping finance and shipping insurance. He expressed his hopes and good wishes for the enterprises. Firstly, it is necessary to balance the relationship between modern service industry and secondary industry. Secondly, it is necessary to enlarge the scale of the service industry and optimize its structure. Thirdly, emphasis should be put on some major productive fields, such as modern logistics and modern trade, to enhance service efficiency and improve capacity. Fourthly, it is important to further optimize the environment and implement supporting policies in order to attract talents to settle down in Ningbo and guarantee the development of modern service industry

"Academicians visiting enterprises 2011" completed

As one of the major events of Zhejiang Ningbo Week of Talent, Science and Technology, the activity of "academicians visiting enterprises 2011", organized by Ningbo Association of Science and Technology, drew to a successful close on September 19. During the three days of visiting, 12 academicians and 5 experts shared practical experience with and made valuable suggestions to 21 enterprises and research institutes.
As is known, "academicians visiting enterprises" activity is an important carrier for high-end talents exploration project. To meet the enterprises’ need to solve the practical technological difficulties for new technology and new products, Ningbo Association of Science and Technology made great efforts to organize academicians, experts and innovative teams to enter into the related enterprises in groups of different majors and different subjects. The major activities include making technological breakthrough, doing technological diagnosis, providing technological consulting and technological services, carrying out major projects evaluation and conducting academic exchange on certain topics.
Statistics show that since the first "academicians visiting enterprises" activity was organized by Ningbo Association of Science and Technology in July 2007, 20 such activities have been managed and more than 140 academicians and over 200 experts have engaged in more than 100 cooperative projects.

Li Yuan' Landscape Photography Exhibition Opened

• Li Yuan's Landscape Photography Exhibition entitled Xinyindaxiang (Mind Prints) opened in Ningbo museum the other day. Chang Ming, vice-presidents of Ningbo political consultative conference and Yang Shaoming, vice-president of Soong Ching-ling Foundation and director of the society of worldwide ethic Chinese photographers attended the opening ceremony. Li Yuan donated 200 photographic works, including the Dawning on Pasture, to Ningbo museum on the spot.
Li Yuan, a native of Ningbo, is a famous landscape photographer residing in the US. The exhibition is sponsored by Ningbo Museum in collaboration with Photography World Magazine, China nationality art photograph publishing house and Ningbo Photographers Association. It exhibits over 100 premium pictures Li had created during his 40 years of career. His vivid and harmonious works are sure to feast the eyes of Ningbo audiences.
The exhibition will last until October 31. After that, it will tour around Beijing,Shanghai, Suzhou, Yangzhou, Nanjing, Hangzhou, Lishui, etc.

On September 10, Li Yuan and Li Shaobai, another famous photographer, had a summit dialogue at Ningbo museum. They talked about photography, museum business, life, and Chinese culture, exchanging their ideas with the audience.

LED Wall Lamp of UTEC Electric Awarded in UK

News came a few days ago that the 270-butterfly-shaped wall lamp, independently developed by Ningbo UTEC Electric Appliances Company won the 2011 UK Lamp Design Award, which made a special report by BBC. “As the product was jointly developed by our design department and the French R&D center, it is a combination of both Chinese and Western styles, which is the key to the winning of the award”, said Zhu Yuehua, chairman of UTEC.
UTEC is a company engaged in production of outdoor lights, with the products going abroad 100%. In recent years, in developing new products, it has been confronted with a bottleneck: it finds it difficult to keep pace with leading companies of lights overseas. To go on imitating foreign products or develop their own products by hiring foreign talents? UTEC chose the latter.
In 2009, UTEC worked with the famous French design company-Design Pool to establish the French research and development center. “We pay the foreign talents flexibly such as awarding them according to the sale volume”, said Zhu Yuehua. Now the center has more than 30 researchers who keep developing a new product every quarter to cater to local consumers. Soon after that, UTEC spread the model to Sweden, Israel and other countries.
More than hiring foreign design talents, UTEC has also employed foreign sale talents who have expanded the markets from Middle East and South Asia to Europe and raised its yearly export volume from more than 1million dollars to nearly 10million dollars. UTEC has also set up offices abroad and holding companies in Russia, Italy and Germany, which have all achieved good economic benefits.
The foreign design and sales speed up UTEC’s reaching to the ends of the smile curve. In recent three years, the low-carbon and energy-efficient products have been replacing the traditional products at a rate of 15%. Now, more than 60% of its products are highly technical LED and solar lamps, the main profit source of the company. In the first half of this year, UTEC has successfully applied for more than 20 domestic and 22 foreign design patents.

“Enterprises should upgrade actively and update traditional products gradually rather than wait for the next crisis”, said Zhu. “UTEC will switch from OEM and ODM to OBM, trying to achieve a yearly sale volume of 1billion Yuan at the end of the twelfth five year plan period and become a world famous lighting supplier.”

Fashion Dress Hall at NIFF, the first time ever

The organizing committee of Ningbo international fashion festival (NIFF) announced in Shanghai that the 15th Ningbo Fashion Festival, sponsored by China National Textile And Apparel Council, Hong Kong Trade Development Council and the municipal government of Ningbo from October 19 to October 23.
With the theme of “ Creative Ningbo and Oriental Fashion ”, the festival will consist of a number of activities, such as the opening ceremony (including a party), fashion fair, trade talks, opening of the Hefeng CI Plaza, youth fashion culture festival, closing ceremony, etc. The opening ceremony, including a gala, will be named by the Youngor Group a grand theme performance of culture and art will be sponsored and named by/after the Youngor Group and the closing ceremony by the Peace Bird Group. By then, movie stars, celebrities, and famous models will appear at the evening party.
The fashion fair, as the core of this fashion festival, is to be put on in six halls of the Ningbo international conference and exhibition center, with a total of 2000 exhibition booths falling into eight sections, such as the men’s wear, fashion dress, children’s wear, brand garments section，OEM section，fabrics and machinery section, international section, garments producers and brands direct sales section, etc. Among them, the fashion dress hall is the first of the kind ever in the history of the festival.
This year’s fashion festival appears to be more international, for many world top designers will come to show their works, who are from UK, Italy, South Korea and Greece. They are to present eye feasts to the audiences in Ningbo. Adam，an international celebrated cosmetician will come to Ningbo to provide guidance for the makeup of models. The UK Fashion and Textile Association，Italian Florence Men’s Fashion Society and South Korean Fashion Association will present several fashion shows. A top designer from Greece will appear in Ningbo together with 5~6 famous designers. The NIFF organizing committee will put on a movie and fashion seminar with assistance from the Queen’s College of Oxford University, London College of Fashion，New York College of Fashion and the Vogue Magazine.
In addition, the organizing committee will hold the Pioneer Cup 2011 Chinese youth fashion culture festival, which include activities of fashion design competition, seminar on youth fashion, a wedding dress show and the 11th Children’s Fashion Culture Festival, and so on.

2010 Ningbo port and shipping development report released

Ningbo Bureau of Port and Shipping Administration released the 2010 Ningbo port and shipping development report on September 6. The report shows that last year, with the constant recovery of world economy and the rapid development of national economy, the overall trade for Ningbo port and shipping is well under way. With its cargo throughput standing at 4.12 million tons, the port of Ningbo ranked 3rd in China. The container throughput reached 1.30035 million standard containers, boasting the biggest increase among the top 30 ports worldwide and ranking 3rd in China and 6th in the world. With the overall amount of waterway transportation adding up to 1.23 million tons, last year saw a great improvement in the coastal container transportation at home. The investment in constructing the waterway transportation reached 3,501 million RMB yuan, and 1270 ships were inspected. During the year, the strength of the shipping enterprises was further enhanced, and working ships and specialized ships become the main product of Ningbo shipbuilding industry.

Awarding Ceremony of Chinese Kindness and Filiality Festival held

On the evening of September 28, the awarding ceremony of the 3rd Chinese Kindness and Filiality Festival opened in Ningbo Grand Theatre.

Wang Huizhong, Member of the Standing Committee of Zhejiang Provincial Party Committee and Secretary of Ningbo Municipal Party Committee, announced the opening of the Festival.

Ningbo to cooperate with Nottingham University

On September 27, on behalf of Ningbo Municipal Government, Yu Hongyi, Member of the Standing Committee of Ningbo Municipal Party Committee and Vice Mayor of Ningbo, signed a memo of scientific and technological cooperation with Nottingham University. According to the memo, the two parties should establish a coordinating group of scientific and technological cooperation for the promotion of innovation and industrialization of scientific and technological results.

According to the memo, From 2011 to 2015, Nottingham University shall establish a technological transfer institution in Ningbo, which should be committed to recommend and transfer promising scientific and technological projects to enterprises in Ningbo.

In addition, according to the agreement signed before, Ningbo Municipal Government and Nottingham University should speed up the establishment of the "International Creativity Center of Doctors" and the United NMR Laboratory. The International Creativity Center of Doctors shall be jointly invested by Ningbo Education Commission, Ningbo Municipal Bureau of Science and Technology, Ningbo Nottingham University and UK Nottingham University, which should invest 170 million yuan in the coming 6 years. The center aims to bring up 100 creativity-oriented talents with international perspectives.

According an authority of Ningbo Municipal Bureau of Science and Technology, the memo says that the two parties should establish a coordinating group of scientific and technological cooperation as a coordinator of routine affairs and decision making. In the near future, the two parties should work together in such fields as digital economy, marine technology, energy technology, manufacturing and environment technology.
