2390 Cases of Individual-Operators-to-Enterprises Transformation Accomplished within Two Years

Reporters knew from the administrative examination and approval window of Market Supervision Bureau that by the end of September, Cixi had accomplished 705 cases of transformation from individual operators to enterprises and totaled 2390 cases within two years with a gross registered capital of 476.7128 million yuan. It achieved the goal in advance that 2106 cases in Ningbo,2385 cases in Cixi and “accomplish the three-year task within two years” raised by Provincial Party Committee and Provincial Government. The number of achievements was on the top over other cities in Ningbo. Among them, the number of transformation from individual operators to enterprises reached 434 with registered capital of 158.578 million yuan.
Last year, Cixi began Three-year Action Plan for Acceleration in Transformation from Individual Operators to Enterprises and we stressed out the key areas of household electrical appliance, bearing, textile and automobile accessories industries as well as the large-scale commercial service industry. This year, our city took the lead in introducing Industrial Guiding Criteria in Transformation from Individual Operators to Enterprises in most areas of Ningbo. According to the scale of output value, the area of business premises and the number of employees, we divided the standards in detail, making sure some of the assessment indexes, such as the target number, the proportion of transformation to firms, expansion and upgrading, the proportion of operators bringing into statistical directory, transaction rate at the tax registration office and so on.
In the process of the transformation, Market Supervision Bureau combined the registered capital registration system reform and made great efforts to promote guidance on the transformation from individual operators to enterprises and firms. And it stressed that paid-in registration has changed into subscribed registration, it also cancelled the lowest limitation of registered capital and capital verification report, offered supporting policies to relax control over market access like “business license first and administrative license later”, stimulated the confidence and passion of individual operators when they start a new undertaking, led and encouraged individual industrial and commercial units continuously to transform and upgrade. So far, 289 of them have finished the transformation to companies, accounting for 66.59%.
In order to transform more potential individual industrial and commercial units to corporations, Market Supervision Bureau furthered space in policy for the transformation. It provided many preferential policies such as tax relief, fiscal bonus, social support and financial support. Meanwhile, it established a special improvement fund of 4 million yuan. For the local financial resources from sales and total profits, it offered financial support to enterprises which have exceeded the basic incremental portion for 3 consecutive years in order to help them out.
Additionally, two enterprises including Shundu Electrical appliance factory got fiscal support after upgrade, with a award of 20,000 yuan.
The managers of the administrative examination and approval of Market Supervision Bureau said that compared with enterprises, individual industrial and commercial units lacked advantages in aspects of industrial competition, brand influence and sustainable development, but they could get a good policy environment after transformation in which they would regain vitality and improve their comprehensive strengths. In the future, Market Supervision Bureau would further implement every preferential policy and improve the long-term mechanism of dynamic service gradually to go all out to support the transformation of –grass-root economy.
