Introduction of overseas talents grows

In September 2012, after a long talk with Yao Lijun, President and General Manager of Ningbo Jiangfeng Electronic Materials Co. Ltd., who went to the US to recruit overseas talents for the company, Dr. Zhou Hua, the then General Manager of a semi-conductor company, made the decision to return China with his project. Now, he is President of Jiangfeng Precision (Ningbo) Science & Technology Co. Ltd. The company is now investing 200 million yuan in a project on the ultra large-scale integrated circuit, which is expected to be put into full production in June 2013.
Zhou Hua is just one of the many high-end overseas talents introduced to Ningbo. Statistics show that in 2012, Ningbo introduced 947 overseas talents, an increase of 445 persons over 2011 or up by 88.7%, making it the year with the biggest number of talent introduction. By the end of 2012, there had been 3499 introduced overseas talents who started business or brought innovations. "The increase in talent introduction demonstrates the great impact of our '3315 talent introduction plan'." said Zhang Liangcai, Vice-director of the Organization Department of Ningbo Municipal Party Committee and Dean of the Office for Talent Work of Ningbo Municipal Party Committee. The "3315 Plan" was formally launched in May 2011: a one-time grant of one million yuan will be given to each introduced talent as innovation and entrepreneurship support, a grant between 5 million yuan and 20 million yuan will be given to each introduced team as talent and research support. While as to the world-class innovation team, the grant may even exceed 20 million yuan.
In addition, Ningbo released its new policies of talent introduction through various means. For example, different kinds of overseas talents introduction campaigns have been launched, including the Europe-Ningbo Week, Ningbo Talent Week and Overseas Experts Visiting Ningbo. In September last year, Wang Huizhong, Member of the Standing Committee of Zhejiang Provincial Party Committee and Secretary of Ningbo Municipal Party Committee, led the Ningbo delegation to conduct overseas talent introduction activities in such places as the Silicon Valley and New York. They introduced the environment for development and talent policies in Ningbo in the talent recruitment conferences, which was well received by the present overseas talents. In the conferences, over 60 major businesses in Ningbo signed up a total of 51 agreements on talent introduction and project cooperation, and achieved 362 cooperation intentions. According to the follow-up survey by Ningbo Office for Talent Work, by the end of last year, 36 of the 51 signed projects had formally settled down in Ningbo, 4 of them will settle down in the near future, and 10 of them are in the process of preparation before settlement. Many of the intentional projects have also settled down, and 56 overseas talent teams have applied for the "3315 talent team plan".
It is reported that the overseas talents have established 455 enterprises in Ningbo. In 2012, the total income from technology, industry and trade of these enterprises reached 10.33 billion yuan, which led to a profit and tax of 1.1 billion yuan.
