Ningbo Realizes Efficient Community Services

According to the Municipal Civil Affairs Bureau, in recent years, Ningbo has integrated government, market, and social resources to establish community services system that has basic public services and individualized services so that 564 communities in the city can enjoy efficient community services.
From 2013 onwards, the city established a new social service management system that incorporated a central committee, a home, and a service centre. in every community in Ningbo city there is a community service center, with available all kinds of government and social service resources. The comprehensive implementation of one-stop service, agency services and year-round services allows residents to go to community service center for a variety of events and services closely related to life with a walking distance of no more than ten minutes.
From the beginning of 2013, Ningbo implemented a comprehensive system that requires community workers to visit at least 30 households every month with a timely response to the demands of the residents and solve their problems. Such implementation allows community residents to make a phone call in the face of difficult problems. And community workers or volunteers will arrive in ten minutes to help solve problems.
During the past two years, Ningbo also established government procurement community public service mechanism, formulated Opinions on Promoting the Implementation of Government Procurement of Services from Social Organizations. It has actively guided and supported a variety of community organizations, professional organizations to involve themselves in community service management, to undertake part of the government affairs, and to provide residents with personalized services by means of project purchase, project awards, project subsidies, and venture philanthropy, etc. In 2013, Ningbo city, county and district invested more than 20 million yuan to commission qualified social organizations to undertake public services to communities that nearly took 500 government departments to complete so that residents can enjoy special services at home. The biggest benefit goes to the elderly, whose houses, more than 40,000 households in the city, were installed convenient phones. Ningbo has also provided a government or village collective services for 18,000 poor seniors, and home meal services for over 4000 elderly people who are not convenient to move.
In recent years, through a series of initiatives, community services have been greatly enhanced, achievements made in community building. Three districts become the demonstration zone of a harmonious community, six communities become national model community. public satisfaction reached 88% where harmony community building takes place.
