Open data platforms established in Haishu District

So far, Haishu District has initiated the three public platforms, namely "governance information resource center", "video surveillance sharing platform" and "data opening platform", and has basically realized the integrated sharing and exploitation of the governance data. "The platform project has reached the advanced level nationally, as it has made great innovations in the integrated data sharing and integrated governance data application at the county and district level." Pan Yunhe, Former Executive Dean of the Chinese Academy of Engineering and Director of the inspection group of the project, spoke highly of the data platform project.
The government can take the initiative to address the opportunities and challenges of the big data era by breaking the "isolated information islands" and open the integrated data resources. Since early 2012, Haishu District has started "tearing down walls" between departments for the integration of government data. So far, it has integrated 11 departments involving population data, and 25 departments involving unit data of organizations, covering a population of 413,000 in the district and 104,000 organizational units.
"To the third party enterprises in the field of livelihood services, big data are precious venture resources, and the opening of the data platforms enables the enterprises to grow faster." said a person in charge from Haishu District Economic & Information Technology Bureau. In late 2014, the district completed a nationally advanced data opening platform, opening for free to the public the governance data including administration, market information, service information and macro decisions. Currently, the platform is completely open to public, with a total of 200,000 pieces of information data.
Meanwhile, the opening of the big data also benefits the government departments concerned. "With the support from the governance information resource center, we can cut down our developing cost effectively and improve the administration efficiency." said a person from the district Economic & Information Technology Bureau. Take the video sharing platform. The construction budget will be reduced to 12.52 million yuan from 21.71 million yuan (if developed individually). Upon the completion of the platform, such departments as the urban management department of the district can make good use of the existing 3400 video monitoring spots to increase the monitoring efficiency
