Damu Bay Project gets $150 million of low-interest loans

It is learned fromthe National Development and Reform Commission and the Ministry of Finance that with the State Council’s approval, the application of $150 million low-interest loans for the Damu Bay Low-carbon Demonstration City project in Xiangshan has recently been included in the project planning of the World Bank. This is the largest sum of the World Bank loan project in Zhejiang Province.
The loan from the World Bank has always been known for its long term, low interest rates and high requirements. In January, the application of the Damu Bay Loan Project was submitted to the State Development and Reform Commission and the Ministry of Finance. Then the joint inspection group composed of the Global Environment Fund, the World Bank, the National Development and Reform Commission, the Ministry of Finance and other related sectors conducted six on-site inspections in Xiangshan County. “The Damu Bay Low-carbon City project is China’s first low-carbon township demonstration project with unified planning, clear process and practical outcome. We are optimistic about the Damu Bay pattern.” commented Paul Procee from the Beijing Office of the World Bank, who is quite impressed with the low-carbon construction and innovative financing concept of the Damu Bay project. 
It is said that in 2010, the Damu Bay started the development concept of low-carbon construction, which immediately caught the attention of about ten high-end institutions and leaders including the Ministry of Housing and Urban-rural Development, the State Environmental Protection Administration, and China Society for Sustainable Development, and related experts have repeatedly conducted on-site

Cixi: financial services liaisons shift functions

To urge on the construction of e-bank, Cixi Rural Cooperative Bank promoted the transformation of the functions of its financial services liaisons, developing them into information officers, publicity agents, office workers, overlookers as well as risk managers at a time. 
In 2012, the bank has deepened the construction of its financial services liaison stations through various activities including the construction of the e-bank. As the liaisons are familiar with the condition of the citizenry, the bank launched training programs on financial knowledge and trained them into information officers and publicity agents. The bank also asked liaisons for advices on the stock of loans and gathered risk warning signals and transformed them into overlookers and risk managers. In addition, the bank also trained some of the liaisons into office workers to manage the automated machines and help villagers with small deposit and withdrawal businesses.
At present, the bank has established 379 liaison stations, hired 774 liaison officers, and installed 85 automated machines.

Test of 24 deep-sea fishing boats finished in three weeks

In July 2013, despite the high temperature of a record-high 40 degree centigrade, test of fishing boats set a new record with 24 deep-sea fishing boats checked within three weeks. 
    
   As the inshore fishing resources becomes less and industry policies have been adjusted, deep-sea fishing has developed rapidly. Fishing boats made in Ningbo have enjoyed reputations for their high quality and reasonable prices. Orders have flowed here. Zhejiang Donghong Shipbuilding Co., Ltd has received orders of more than 50 boats, 24 of which have been finished this June. According to national policies, fishing boats have to be checked by fishing boats inspection bureau before before navigation.

Ningbo Fishing Boat Inspection Bureau has received the check application from the Donghong Company in early July. Eight workers from the Bureau stayed in the Company and worked hard for 20 days in spite of the hot weather. On 7th, August, they finished the check, ensuring the boats delivered as scheduled.

 Check of twenty-four boats finished in three weeks has created a new record and the eight workers are highly praised by the Company and the order-makers. 

Huangjiabu: government work with enterprises to treat waste water

Ruan Yinfu, the general manager of Yuyao Beidefu Vegetable Co., Ltd read out the Corporate Environmental Responsibility Commitment on the conference for environmental protection held by Huangbuzhen (a town in Yuyao) government. Later, he signed the commitment with solemnity. 
“Environmental protection and pollution treatment can not be totally left to the government and we, as enterprises, should shoulder the responsibility spontaneously. We must observe our commitment as long as we have made promises.” said Ruan. Four other managers of Huangjiabu’s companies read the commitment in public and 30 companies in such five areas as dyeing and printing, electroplating, livestock culturing and waste water treatment signed the commitment.
As a key resettling area for environmental protection industries, Huangjiabu has seen a history of sixty years since the mustard tuber producing industry became the pillar industry of the town. The waste water has polluted the surrounding environment and its treatment has always been crucial to the environmental protection work.
Huangjiabu will invest six million yuan to build a system to gather all the waste water produced by making mustard tubers and it is supposed to be finished in March of 2014. Waste water of the four main mustard tuber processing companies and other private businesses will be gathered separately and be sent to the sewage treatment plant through the unified pipeline network, going through such procedures as hudrolysis and in-depth treatment before releasing to the nature.
Huang Guishu, the mayor of Huangjiabu Town, said the town would invest 150 million yuan within three years on six specialized programs including the treatment of mustard tuber sewage, the improvement of water environment, and the treatment of domestic sewage and so on, thus improving the ecological environment from the essence. 

3S service offered in Jiangdong District

Early since the beginning of the year, the Jiangdong District has been innovating its service for talents, establishing a 3S(service net, speed and standard) system. 
The service net refers to two aspects: online and offline. Online service projects have been improved. For affairs that have to be progressed online, applicants now can spend less time with seven days at most for common affairs and 15 days at most for special ones. More than 500 applications have been progressed online and over 2,000 posts offered. The offline service has also been enlarged. Home for Talents, the first one in Zhejiang Province, has formed a service network with the service center for talents, human resources industry garden and workshop for enterprise talents to offer better service. 
Service speed has been increased. Top talent projects have the priority to be tackled more quickly. Early in the beginning of 2013, a high-quality overseas professional was introduced.
