national demonstration zones for digital transformation and upgrading of transportation
Recently, the Ministry of Transport and the Ministry of Finance announced the first batch of national demonstration areas for digital transformation and upgrading of highway and waterway transportation infrastructure. The implementation plan for the "One Corridor, Two Wings, and Full Network" high-quality integrated transportation infrastructure digital transformation and upgrading demonstration road and network jointly submitted by Zhejiang Province and Ningbo has successfully been selected as one of the first eight demonstration areas in China.
According to the implementation plan, in the next three years, Ningbo will focus on the "One Ring, Two Shots, and Three Links" in the highway sector (the "One Ring" refers to the G1504 Ring Expressway, the "Two Shots" refer to the G15 Shenyang-Haikou Expressway and
G1523 Ningbo-Dongguan Expressway, and the "Three Links" refer to the G329 Zhoulu Line, G527 Xiangyi Line, and G228 Dandong Line) and the Hangzhou-Ningbo Canal Ningbo section in the water and road sector. Starting from smart expansion, safety and efficiency improvement, integration and innovation, and institutional mechanisms, Ningbo will carry out intelligent transformation of 228.9 kilometers of highways, 380.3 kilometers of ordinary highways, and 97 kilometers of inland waterways in the country, ultimately achieving the overall goal of improving road and water traffic efficiency by 20% and emergency response efficiency by 30%.
The transportation departments and 8 highway management units in Ningbo will invest 503 million yuan over three years to promote the following projects:
For ordinary highway, one stop will have multiple functions: multiple services and functions such as checkpoint, traffic control, and overloading management will be integrated at one station.
Expressways will have multi-entity integrated service: the city's expressway operators joined the provincial smart high-speed integrated data operation alliance, and cooperated with Internet travel platforms such as Gaode and Baidu.
Sunshine Rescue service will be available: the service will be connected to the province's" one click rescue "alarm entrance, realizing direct information communication, direct rescue connection, direct vehicle towing, and direct road damage compensation.
Ship Lock will be intelligentized: the intelligentization of the ship lock will be upgraded, and the water service area will be digitized, and "lock, port, area, and ships will be coordinated.
Digital bases at the prefecture-level city will be established: 16 characteristic application scenarios, including Ningbo's "traffic brain" will be constructed.
According to the relevant policies of the shortlisted demonstration areas, Ningbo is striving for a central financial subsidy of about 170 million yuan for software and hardware renovation. The subsidy amount ranks first among all cities in the province, and the first batch of subsidy funds of 66.59 million yuan has been issued to Ningbo. Ningbo will timely introduce municipal supporting fund policies to further increase support for project construction.
As of now, the preliminary work of the demonstration area construction project has been fully launched, and it is planned to complete the approval of all project special design schemes by the end of September and start construction before the end of the year.
In addition, the Ningbo Transport Bureau has taken this demonstration area application as an opportunity to actively promote the cultivation and development of the digital economy in the industry. Through a combination of government promotion and market-oriented operation, it has launched strategic cooperation with Ningbo Transportation Investment Group. This year, Ningbo Smart Transportation Technology Co., Ltd. has been established to focus on new digital economy tracks such as smart highways and transportation industry data operations.
At present, the company has undertaken multiple new infrastructure projects by integrating resources, and plans to demonstrate greater achievements in the construction of demonstration areas in the next phase
