Ningbo Begins Transformation and Upgrade of Culture and Entertainment Industry

It is learnt from Ningbo Bureau of Culture, Broadcasting, Television, Press and Publication that an action plan for promoting transformation and upgrade of culture and entertainment industry in Ningbo has been officially published. It is learnt that public cultural services offered by self-service KTVs will be included in the government purchase of public cultural services.
Since 2012, Ningbo, like other cities in China, has met hardships in the development of culture and entertainment industry and recorded years of shrinking profits with forty or fifty entertainment places closed each year. It is high time we started transformation and upgrade of the 500 entertainment places in Ningbo. Ningbo Municipal Bureau of Culture published Opinions on the Transformation and Upgrade of Culture and Entertainment Industry. According to the documents released from Municipal Bureau of Culture and Department of Culture of Zhejiang Province and actual conditions in Ningbo, Ningbo put forward the action plan for promoting transformation and upgrade of culture and entertainment industry in Ningbo.
According to the action plan, Ningbo will focus on developing a new industrial mode to go with the “Internet +”trend by applying cutting-edge technology such as virtual reality and augmented reality to enhance the interaction both online and offline and experimental services. Ningbo will try to develop a culture and entertainment complex with online services, singing and dancing entertainment, and ESports etc. With an integrated development planning, Ningbo will encourage entertainment places to bring in Esports machines and fitness game machines to attract customers of all ages; to provide services such as movie-watching, show-watching and live broadcast etc.; to integrate with sports, science and technology experience, educational training, music and social intercourse to transform into an integrated family entertainment center; to promote the ESports-headed development; to advance the service standardization and brand building through franchise development.
In addition, the action plan calls for one or two entertainment places in each district (city) to be reserved for senior citizens, low-income and special groups to improve the reputation of the industry. The entertainment places are encouraged to hold lectures on arts, provide arts training and athletic enhancing programs, and organize singing competition etc.
According to the action plan, a full relaxation of the regulations upon production and sales of game machines and a release of restrictions upon the total number of and the general layout of the entertainment places will be carried out. Ningbo will not adopt the policy of cutting at one stroke in dealing with enterprises in the industry. Ningbo will take the initiative to introduce private capital to the entertainment industry to provide free or low-fee services in entertainment places, which will be included in the government purchase of public cultural services.
It is learnt that 2 or 3 entertainment places will be chosen as demonstration places in each district (county, city). The transformation and upgrade of 500 entertainment places will be fully carried out from January to September 2017
