From late spring to midsummer, Aunt Yuan, who lives in Lianhua Community, Jiaochuan Subdistrict, Zhenhai District, accompanied her husband Mr. Lin who was in a wheelchair and has been living at the Jiaochuan Subdistrict Home Care Service Center across from the community for 3 months. At the end of last year, a dedicated cognitive impairment home support center was opened on the fourth floor here, serving elderly people with signs of disability and dementia.
Generally speaking, 'disability' refers to the loss of self-care ability, while 'dementia' refers to the deterioration of brain functions such as memory, judgment, and cognition. The care for this group is precisely the most difficult part of elderly care, as the saying goes, “one person is disabled and the whole family is out of balance”.
We hope to start with the most difficult one to provide' breathing services' for families of elderly people with disabilities and dementia. This not only helps elderly people with disabilities and dementia improve their quality of life in their later years, but also frees their families from the heavy pressure, "said the relevant person in charge of the Municipal Civil Affairs Bureau.
“At the end of last year, my husband suddenly couldn't walk and was sent to a rehabilitation hospital for treatment. He was diagnosed that his cerebellum had shrunk. Our children had their own families and tasks, and were very busy. As for me, I was taking care of him alone in the hospital. After a month, I was so tired that I fainted and fell. I’m too old for this! "Aunt Yuan is 83 years old this year, and Mr Lin is 6 years older than her.
In recent years, the elderly care for people with cognitive impairments such as Mr Lin has received more attention from the entire society. Since last year, Ningbo has taken the upcoming comprehensive implementation of long-term care insurance as an opportunity to focus on the practical pain points of care services for the elderly with disability and dementia. We have initially established a "five in one" long-term care service system for the elderly with disability and dementia, which includes professional assessment, institutional care, community services, care training, and insurance support.
Last year, Ningbo completed the screening and assessment of 1.675 million elderly people's self-care abilities for the first time in the city, and completed the professional assessment of 131000 suspected disabled elderly people. At the same time, relying on the "Yong Yi Yang" smart elderly care platform, Ningbo established basic data for disabled elderly people.
At the same time, the construction of facilities across the city is gradually accelerating to promote the construction of nursing beds in elderly care institutions, cognitive impairment zones, and family elderly care beds. At present, our city has 2956 beds in cognitive impairment zones, 1128 beds in family elderly care, and 63% of nursing beds in elderly care institutions
