Beilun District Raises a New Climax of Water Control

Though the early Spring weather is chilly, the construction work of Mingyue floodgate project in Chun Xiao street, Beilun District is in full swing. “the gross investment of this project amounts to 40 million yuan and it can withstand the worst flood in 50 years and the worst waterlog in 20 years with a design flow of 345 cubic meters per second. We are working overtime now striving to finish the project before the main flood season in 2016. ” introduced He Dong, head of quality supervision department of Beilun Water Conservancy Bureau.
2016 is a critical year for “Five Water-control Plans”. Beilun district keeps pressing forward its water-control work with a new upsurge. According to statistics, with a total investment of 1 billion yuan, Beilun district will construct 17 key water conservation programs with emphasis on flood control, disaster mitigation, construction of aquatic ecological civilization and rural water conservancy construction.
As extreme weather occurs thick and fast, flood control and disaster mitigation has been the top priority in water conservation construction. Recent years, Beilun district has quickened the pace of water conservation construction and made breakthroughs in water control. Statistics show that Beilun has invested 1.109 billion yuan in water conservation projects in 2015, among which 330 million yuan was used by “Water-control and Infrastructure-strengthening ” project. In 2016, Beilun district will lay emphasis on flood control and disaster mitigation water conservation projects in areas like Meishan, Baifeng and Chunxiao.
Meanwhile, comprehensive harnesses for small watersheds shall not be overlooked. Influenced by typhoon “Dujuan”, Xiaogang Yaoshu village was stricken by mountain torrent and mudslide in 2015. Villagers’ lives were greatly influenced. Therefore, Beilun district will carry out renovation of rivers in Xiaogang Yaoshu Village, Dingjiashan Village, Wumeng Village. Besides, small watersheds such as Daqi Heyu river, Wushiao river, Baifeng Dongshang river would also be renovated to improve flood diversion ability. In addition, Shawan river and Chunxiao Dong Zhi river renovation projects are new projects to ensure water drainage.
The Lujiang river system is the third largest river system in Beilun district ranking after Yan Tai river system and Xiao Xia Jiang river system. In 2015, the district Water Conservancy Bureau has organized experts from Ningbo University and Zhong Ke City for field investigations of Lu Jiang river system. Leading official from Beilun Water Conservancy Bureau said that Beilun has been groping for ways to regulate river channels. Ecological management projects such as Xiao Xia river and Yan Shan river have won recognition from relevant departments. Beilun will harness modern technology for a comprehensive regulation for Lu Jiang river system with moderate ecological remedies and expansion to construct a “ Lu Jiang Water Network Wetland Natural Protectorate ”.
What’s more, it is reported that Beilun district will adopt methods such as dredging and sludge cleaning, interconnection between river systems, bank renovation and ecological remediation for comprehensive governance of rural river channels. It will pool efforts to promote village water environment governing with a plan covering 65 kilometers river channel of sludge cleaning, 17 villages of water environment governing and 20 projects for connecting water systems
