Cixi sets 10 goals for reform in 2015

The CPC Cixi Committee made a decision on deepening reforms in major areas to form new advantages in innovation of system and mechanism, thus mapping out the blueprint for reforms in the city. Centering on the bottlenecks on economic transformation, the government shall deepen reforms in rural cooperative economic system, urban-rural integration, innovation and business startup system, allocation of resource factors, financial innovation, public fiscal system, investment and financing system, administrative system, integration of traditional and new media, scientific and democratic decision making, etc. Meanwhile, reform objectives and guarantee measures are also proposed.
In Cixi, factors of system and mechanism affecting the renovation are being resolved and various innovation platforms are being set up. High-level research and development, technological transformation, public technological innovation, establishment of sci-tech cooperation and exchange platform are well underway. Two CAS agencies, CAS Cixi Medical Work Institute and CAS Cixi Technological Transfer Center are to be established and settle in Cixi Smart Valley. A brand-new culture creativity industry is booming in Cixi. In 2014, the number of culture creativity companies increased by 130. In addition, to encourage businesses start up online, Cixi has made a Three-Year Plan to increase E-commerce operators.
In the next phase, Cixi plans to turn industrial support fund into guide fund for industrial investment, for the sake of encouraging enterprise to start up business for a second time, with emphasis on college graduates and high-level talents to start up business in Cixi.
