Annual fee system for family doctor to be established

With an annual fee of 50 yuan, a citizen is entitled to have a family doctor, who will provide customized services, and enjoy the preferable medi-care reimbursement policies. At the promotion meeting for family doctor services held on December 26, the new medical plan was issued, with the aim of improving the capacity of community medi-care and enhancing the appeal of the community medical services.

 

The new policy will be put into practice from May 1 of 2015, when citizens can register with the community hospitals with their ID cards and medi-care cards.

A citizen can register annually with a team of family doctors. The annual service fee is 150 yuan, consisting of three parts, 50 yuan as public health service fee funded by local finance, 50 yuan from the medi-care fund, and the other 50 yuan payable by the balance of the citizen’s personal health insurance account with that of the specially entitled groups funded by social assistance funds. This system is an initiative in the whole country.

Different from the traditional way, the family doctor team, usually composed of three to five general practitioners, community nurses, public health doctors as well as several health managers, medical nutritionists, recovery therapists and community volunteers, can provide services in medicine, health care, psychology and nutrition for citizens and offer personalized health management, playing the role of "health keepers".   

At the promotion meeting, Wang Renyuan, Director of Ningbo Municipal Health Bureau, said that according to the plan of the municipal government, all the community hospitals will carry out the family doctor services. The service rate for such major populations as the households with members of chronic diseases, the elderly, children under 6, pregnant women or new mothers, and the disabled will amount to 70%. The orderly doctor-seeing procedure based on the family doctor first-visit system will be formed and the efficiency of medical resources distribution will be improved.
