Industrial clusters developing rapidly

Recently, in the forum which both Ningbo municipal and Cixi quality supervision departments attended along with industry association principals of 6 key industries including power connector and medical equipment, the plush industry association and the water purifying plant industry association in Cixi are willing to undertake the standardization construction of industrial clusters, and play a leading role in the transformation and upgrading of relevant industries.
In recent years, we have witnessed a relatively high agglomeration in some industries while a small enterprise scale accordingly in our industrial economy. Therefore, we gradually centre on key industries and industrial clusters instead of enterprise and products in the course of standardization construction. According to relevant principals in the municipal quality supervision department, we focus on key industries by implementing technical standard strategies mainly and improving the standardization, quality, measure, administrative license, certification and accreditation, executive law enforcement and inspection techniques of key industries. We will especially concentrate on a series of standardization work of formulation, implementation and self-discipline of alliance norms of every industry association, the application of optimizing criterion to technology and management, the improvement of product quality, the promotion of advanced technique and craft of energy conservation in order to realize the industrial transformation and upgrading.
It is said that alliance norms of water dispenser liner and power connector have been formulated. Owing to The Metal Pots of Cold and Hot Water for Water Dispensers promoted and implemented by 87 enterprises, the water dispenser industry in Cixi has realized a pass percentage of product supervision and random checking from 63.3% to 96.9%, the total value from 82.57 million RMB to 103 million RMB with a growth of 24.4% while improving heating efficiency and energy-saving. Established in 2005, the power connector industry association in Cixi has exerted a great influence on leading enterprise independent innovation and stimulating regional and industrial economy. The alliance norms, led by the power connector industry association, invigorate new products of power connector enterprises in Cixi and conclude with great financial achievements. Some power connector declared by the industry association even won the first provincial regional brand in Cixi in 2013.
Driven by leading enterprises such as Beiwei Textile and Tursin Plush, the plush industry association in Cixi who is willing to undertake the standardization construction of industrial clusters is gaining momentum after the cluster-type transformation. In 2009, Cixi is crowned with “the famous plush city in China”. The criteria of acrylic fibers and polyester for the next 10 years are led and revised by Beiwei Textile and Tursin Plush respectively. Currently, the domestic and global market shares of Cixi plush are increased to 80% and 70% while the middle and high-end market share is over 70%. According to Feng Lianqiao, chairman of the plush industry association in Cixi, the standardization construction of industrial clusters not only sets an example for the production, operation and management of enterprises, but also facilitated the development and transformation of the whole industry.
The municipal quality supervision department also hopes that the formulation and implementation of alliance norms can be propelled through the operating mode of “quality supervision department + industry associations + key enterprises”, and a self-discipline mechanism can be established within industries to spur the industrial clusters to cluster-type modern industries.
