Green economy in Yinzhou District

Developing both ecological environment and economy has turned the economy of the Yinzhou District into "green economy" over the past few years. In the first four years of the 12th Five-year Plan period, the district took the lead in the whole province by decreasing its unit GDP energy consumption by 20.7%.
"In the practice of developing economy while maintaining the natural environment, Yinzhou District has made ecological protection its first policy, and has promoted the ecological construction." said a person in charge from Yinzhou District. During the process, the district gave priority to the improvement of the people's livelihood as well as the "green development", by adhering to the green economy and the ecological dividend. 
Despite the major task of developing industrial economy, the district has always rejected the "black GDP". Since 2008, it has closed a large group of foundry enterprises with high pollution and high energy consumption, and in 2013, it conducted the treatment and improvement of the Yinzhou Electroplating Park which had an annual output value of over one billion yuan. By the overall treatment of such high-pollution industries as chemicals and paper-making and the transformation of some high-pollution enterprises, Yinzhou District has eliminated the backward production capacity and developed energy-saving technological industries. With the ecological economy development, the proportion of the traditional industries has decreased from 50% in the past to less than 20% so far, and the five strategic emerging industries have well developed, including the high-end equipment manufacturing, new energy resources, new materials, bio-medicine and electronic information. Currently, the high-tech industries account for 43.4% of the large-scale industries, becoming the "new engine" of the economic growth.  
"Green development" is still the key word for modern agriculture and services industries. For example, in Wandi Village of Xiaying Street, the Tiangong Fazenda Leisure Tourism Co. Ltd. was established in 2014, which has developed a new model of the integrated urban-rural development. In 2014, the village realized a total income of over 700 million yuan and the per capita income of the farmers reached 31,000 yuan. The Tiangong Rose Garden Restaurant, set up in September 2014, has become the largest ecological restaurant in Zhejiang Province, with the monthly turnover of nearly 10 million yuan. 
The government and the local people have united in the development of green economy. In 2010, the first county-level "green carbon fund" in China was established in Yinzhou District, and over 500 enterprises or institutions as well as hundreds of thousands of local people donated over 76 million yuan to the fund. In 2014, the enterprises and local citizens donated about 240 million yuan for the water treatment projects. 
In 2014, with the guidance of the subsidy (11.91 million yuan) from the district finance, Yinzhou District conducted 81 energy-saving (water-saving) projects, with a total investment of 1.5484 billion yuan, and the projects aim to save 12,000 tons of standard coal each year.
