Pilot work of urban physical examination launched

It was learned at the related meeting held on June 27 that Ningbo has started the pilot work of urban physical examination, and the Zhaobao Mountain Sub-district of Zhenhai District, and Baizhang Sub-district and Zhonghe Sub-district of Yinzhou District were identified as the pilot areas. 39 communities in the pilot areas will undergo the urban physical examination.

A city is an “organism” that, like the human body, has meridians, pulses, and textures. Various “urban diseases” may occur during the growth process. Regular physical examinations are required to identify diseases, diagnose the cause, prescribe medication, and solve problems and conflicts through comprehensive measures. This aims to achieve “prevention and treatment of existing diseases”, and promote the improvement of urban quality as well as the safe and orderly operation of the city. Urban physical examination is an important prerequisite and foundation for implementing urban renewal actions.

Ningbo was successively selected as a sample city for national urban physical examination in 2021 and 2022, and was selected as one of the first pilot cities for urban renewal action in China in 2021. With the continuous deepening of the national pilot work for urban renewal, in June this year, Ningbo became one of the 10 pilot cities for the Ministry of Housing and Urban-rural Development to deepen the system and mechanism of urban physical examination work.

As is scheduled, from June to August this year, Ningbo will carry out pilot urban physical examinations.

How to carry out the pilot work of urban physical examination? According to the “2023 implementation plan for deepening the pilot work of urban physical examination system mechanism in Ningbo”, the municipal level urban physical examinations will be carried out within the built-up areas of the municipal jurisdiction with the corresponding urban indicators. The Zhaobao Mountain Sub-district, the Baizhang Sub-district and the Zhonghe Sub-district are selected as pilot areas to carry out physical examination in three dimensions: housing, community and sub-district.

The physical examination will find out the weaknesses in housing use, supporting facilities, street renewal, complete communities construction and urban development, and form a problem account at each level.

What are the specific indicators for conducting urban physical examinations? Reportedly, urban physical examination includes 61 basic indicators and 22 characteristic indicators, and the 61 basic indicators are divided into four dimensions: houses, residential areas (communities), blocks, and urban areas.

As for the four dimensions, each has some specific indicators. For example, in the “house dimension”, indicators such as safety and durability, complete functionality, green intelligence are set for the use of houses, pipelines, water quality at home, and digital homes; while the “community dimension” indicators are set for elderly care, childcare, parking, and charging in terms of improved facilities, livable environment, and sound management.
