Ningbo to promote quality development in the 12th Five-Year-Plan Period

Performance excellence management, CEO of quality, and quality prize for general manager…these are some of the contents of the Quality Month to be held in September with an aim to promote the quality management of enterprises. In the 12th Five-Year-Plan Period, Ningbo will invest 5 billion yuan to promote quality development of the city, an investment larger than ever before.
To vitalizing the city with quality is an important way for Ningbo to transform the development pattern, to improve the quality of development and to strengthen the comprehensive competitiveness of the city. Since 2009, Ningbo Municipal Government has released 15 policies and measures to support the quality development and has stipulated 4 local laws concerning quality. In the past three years, Ningbo has spent 4.2 billion yuan on the quality construction of products, engineering projects, services and environment.
This year, Ningbo will take a series of moves to promote the quality construction so as to be listed in the national demo cities powerful in quality. "Soon will organize experts to go to 30 enterprises to popularize the performance excellence management model," said Zhou Youpu, Director of Quality Division of Ningbo Bureau of Quality Supervision. The performance excellence management model is the quality assessment model adopted for the national quality prize of USA. To popularize this advanced international model among enterprises in Ningbo, Ningbo Municipal Government will spent over 2 million yuan.
CEO of Quality is a unique part of the quality management model of Ningbo and an inevitable part in the evaluation of famous brands, government quality prize assessment and the promotion of standardization. A CEO of Quality is for a vice manager general or higher in rank, who is responsible for the quality of the enterprise with the veto power for the quality and safety work of the enterprise. This year, all leading enterprises of Ningbo will have CEO of Quality. According to the plan, by 2015, the first acceptance rate of large and middle sized projects shall reach 100% and that for other projects shall be above 99%. The satisfaction rate for productive and consumer services shall increase by at least 10% above the 11th Five-year-plan Period.
