Ningbo to advance low carbon city experiment

According to a meeting held in Ningbo on April 2 to address climate change, Ningbo will use market forces, make carbon exchange pilot experiments, build the trade platform for carbon emission exchanges, and develop the market for regional carbon exchanges.

Vice Director of the National Development and Reform Commission Xie Zhenhua made a keynote speech. Speakers at the meeting include Gong Zheng, Member of the Standing Committee of Zhejiang Provincial Party Committee and Executive Vice Governor of Zhejiang, and Liu Qi, Vice Secretary of Ningbo Municipal Party Committee and Mayor of Ningbo. Shou Yongnian, Member of the Standing Committee of Ningbo Municipal Party Committee and Executive Mayor of Ningbo, and Wang Jianshe, Secretary-general of Ningbo Municipal Government, were present at the meeting.

At the meeting, a review was made of the work that China had done in the previous five years in response to the climate change, an analysis was made of the present situation and tasks, and arrangements were made for active steps to address the climate change problem and to promote low carbon development.

 

At the meeting, Ningbo made a report of the work in question and the measures it will take in the time to come: the making of inventories of greenhouse gases, the establishment of the accounting system for the greenhouse gases, the exploration of the opening of carbon emission trade market and the international cooperation to address the climate change.

As one of the 2nd batch of pilot low carbon cities of the country, Ningbo will make pilot experiments in all the key fields in industries, energy, traffic, construction and carbon emission exchanges. In the field of industries, Ningbo will make industrial updating and transformation by developing strategically important emerging industries and accelerating the development of new-type energy saving and environmental friendly modern services, so as to build a low carbon modern industrial system.

To make institutionalized reduction of carbon emission, Ningbo will promote uses of clean energies of wind energy, solar energy, biological energy, and geothermal energy. And it will have more natural gas supply and consumption.

In line with the conditions of a port city, Ningbo will promote low carbon traffic, optimize traffic and transport mode and operation, make great efforts to develop low carbon logistics, and take active steps to popularize low carbon public traffic.
