Each day of the National Day holiday week, the Farmer's Inn in Shadi Village of Dingtang Town of Xiangshan received s400-500 guests from Shanghai, Hangzhou and other cities. After the agricultural taxes were rescinded in the country, before other cities in the country, in 2005, Ningbo issued the Outline of Balancing the Development of Urban and Rural Areas of Ningbo Municipality. In this Outline, major tasks are set in the balanced development of urban and rural areas in the six fields as urban and rural plan, industrial development, employment, social security, social undertaking and infrastructural construction. The Outline also specifies the "six projects" concerning the construction of the new countryside, the training of farmers, the transfer of population and social security. In response to the outline, every year, Ningbo Municipal Party Committee and Ningbo Municipal Government released related policies and all social sectors were enthusiastic in participating in the projects.
For successively 8 years, farmer's income has maintained double-digit growth. Related experts say that this is a result of the persistent policy support to agriculture, and the long-term mechanism for the welfare of farmers. It is also indispensible with the transfer of production elements to the cities, and the professional farmers who are encouraged to make more profits by capital and technological investment. In the last year, the per capita net income of rural residents reaches 16,518 yuan, increased by 15.8% year on year. The ratio of income of urban and rural residents reduced to 2.0621.
The level of social security in the countryside is closer and closer to that of cities and in parts of Ningbo it levels the cities. Ningbo is making great efforts to extend good public resources to the countryside and as a result the public service system keeps improving in the countryside.
