New regulations for seeds & saplings import implemented

From April 1 on, the State Forestry Bureau started to implement the new regulations for seeds and saplings import.

In recent year, with the increasing number of seeds and saplings import, some invasive species have also been introduced, which poses great threats to agriculture and the ecological environment, or even leads to a serious impact in a relatively short period of time. As a city with strong demand for flowers and green plants, Ningbo had possessed a total flower and plant area of 327,000 mu (21,800 acres).

According to the regulations, all the imported items must meet the required qualification and pass the quarantine approval and supervision of the provincial plant quarantine department, including such planting or reproduction materials as seeds, fruits, roots, stems, buds, leaves and seedlings, the grass seeds introduced for afforestation and water-soil conservation, and some other species managed by the related forestry administration department responsible for the work. As the import of seeds and saplings involves such links as management, research, display and exchange, the management enterprises must obtain the import and export permit, while other enterprises must obtain agreements, contracts or authorized documents for introduction, with the responsibility system in place. To import seeds and saplings, the enterprises have to apply for the permit from the provincial or state quarantine authorities, and then go on with the introduction, examination application, isolated trial planting and filing. All the imported trees, bushes, bamboos and cane plants must be isolated first, with the isolation period cut down from over two years to over six months.
