More Stringent Management of Budget Performance in Yinzhou District

Yinzhou District Civil Affairs Bureau has recently given 667,000 yuan subsidies for 99 local residents as a way of helping them treat serious illness in May. The batch of cash assistance was delivered at a time when relief fund was distributed this year following a massive review of those in need of serious medical attention over the past 5 months.
In 2014, 4 programs concerning home-based care for the aged were included in the performance appraisal of budget delivery in the bureau. This year sees functionaries in the bureau rank among the top players as the figure rises to 8. The money earmarked enjoys a year-on-year increase of 86.92% from 72.71 million yuan to 136 million yuan. In April 2015, the bureau became the first among its peers in carrying out Method of Implementation on Budgetary Performance Administration.
“Performance appraisal is needed as we endeavor to put money in the right place with productive results”, according to Qian Ningsong, director of the finance department of the bureau, the organ’s recent release of the Method seeks to intensify internal control by building on the already tightly regulated fund flow there.
