Zhoushan Port to enhance back-end value chain

Recently, Ningbo Zhoushan Port signed a comprehensive cooperation agreement with Ningbo Municipal Quality and Technology Supervision Bureau, agreeing that the two parties will make joint efforts to accelerate the transfer from such front-end logistics chain as the cargo arrangement and loading supervision to such back-end value chain as inspection, examination and evaluation through technological and project cooperation.
Zhoushan Port is an important hub connecting the "one belt one road" economic belt and the Yangtze River economy belt. Faced with the new situations, how can the port construct the development links including the industrial chain, supply chain, value chain, innovation chain and services chain? The port finally identifies the Quality and Technology Supervision Bureau as a partner for cooperation, as the latter possesses five public technology service platforms, including the product quality inspection, measurement calibration, standardization, special equipment examination and textile examination. Through technological cooperation and industrial docking, the port can expand its functions to such high-added-value industrial patterns as technological assessment and inspection and examination on the basis of the traditional logistics, delivery and cargo arrangement, realizing the transformation from the front-end logistic chain to the back-end value chain.
According to the agreement, the quality and technology inspection department will provide the general cargo quality inspection services, including the second-party and third-party inspection and quality appraisal, to enrich the port services. The special inspection department will carry out regular door-to-door inspection for the special equipment in use at the port as well as the risk assessment and technology support for the purchase, appraisal, use and management of such non-conventional special equipment as the new-style port machinery. The measurement department will provide the third-party service schemes and administrative services for the measurement assurance system for the bulk community trade of the port. The standardization department will help to improve the business efficiency, reduce the trade barriers and promote the trade development by introducing such advanced quality management methods as the modern logistics standard, the excellent performance management and fine management
