Ningbo to become a leading “optical network city”

The upgrading of “Broadband China” campaign to a national strategy will boost the construction of the network infrastructure. It is learned from the Smart City Construction Office on August 20 that by the end of 2013, the city will be built as a leading “optical network city” in China, with the average urban household broadband access capacity exceeding 30MB, the average rural household broadband access capacity exceeding 8MB, and the average household broadband access capacity in the central urban area reaching 100MB.
In 2012, Ningbo launched the “3-year action plan for ‘optical network city’ construction (2012 – 2014). The plan indicates that by constructing the “optical network city”, the network in Ningbo will comprehensively convert from copper to optical fiber, and the coverage of optical network, the level of co-building and sharing, the broadband penetration and access capacity will improve significantly.
According to the plan, by the end of 2014, Ningbo will realize the full coverage of optical network for urban households and access of optical network for administrative villages. By then, the coverage rate of the optical fiber network for family users will surpass 95%.The broadband access capacity for commercial building and public welfare organization users will surpass 100MB, to meet the demands of 1000MB for buildings and 100MB for individual computers. The exit band width for the MAN will be over 1500GB.
With the central tasks of improvement of the optical network, mutual construction and sharing of the network, upgrading of network bandwidth and expansion of the broadband services, the “optical network city” construction focuses on the following five projects: upgrading of the bandwidth of the urban area, expansion of the broadband in buildings, expansion of the broadband in rural area, mutual construction and sharing of communication facilities, and application and industrial promotion of optical network. 


According to the statistics from Ningbo Smart City Construction Office, by the end of June 2013, there have been 2.38 million households with broadband access, while the optical network has reached 2.7 million households, with an average access capacity of 30MB. Given the existing construction progress, Ningbo will be built as an “optical network city” one year earlier, realizing the conversion of the broadband from “fast” to “high-speed”.
In addition, the Ningbo government is also actively promoting the “free access to internet” project in public places. For example, in such areas as Haishu District, Jiangdong District, Jiangbei District, Yinzhou District, Beilun District and Zhenhai District, the governments are paying for the network to provide free access for the citizens in some public places. Currently, there are 7,300 hotspots and 54,500 wireless access nodes. The 3G wireless broadband network has covered 2.89 million urban users, an increase of 74%. The 4G pilot network infrastructure and commercial experience have been accelerated, with over 730 base stations or sub-systems, and the full coverage of 4G network has been realized in the main urban areas and the two Higher Education Parks.
It is worth mentioning that ever since Ningbo was included in the pilot cities for the “three networks fusing” project, it has been actively promoting the related pilot tasks in accordance with the general requirements of the country. The digitalization of cable TV network and the two-way upgrading are well under way, and the pattern of “unified net for the city” has been initially formed.
