Ningbo promoting low carbon industries

In 2012, Ningbo overfilled the target set by Zhejiang on energy consumption, and in 2013, Ningbo will reduce the per GDP unit energy consumption from 3.6% to 4.1%. It will reduce the energy consumption equal to 300,000 of standard coal revitalize land of at least 4,000 mu. This is the decision made at the meeting held on April 22 on the industrial and labor force transformation.
Following the "4+4+4" industrial transformation plan, Ningbo this year will promote the industrial greening, trying to reduce the proportion of the high energy consuming industries. It will lay great emphasis on the development of circular economy, increase the level of comprehensive resource and raise the core competitiveness of enterprises. So far, the city has formed over 40 industrial chains of waste recycling and the rate of comprehensive use of staple industrial recycling is above 95%.
In the industrial and labor force transformation, Ningbo lays great emphasis on energy saving and reduction of energy consumption. This year, Ningbo will eliminate a number of backward production facilities in 14 key industries and make improvements in the zones with groups of the highly polluting enterprises of the 14 key industries.
As it did in the past two years, this year Ningbo will continue to implement the differentiated prices for power for the stainless steel industry and in addition it will extend the differentiated price policy to 1 or 2 highly energy consuming and polluting industries. By carrying out the low carbon program, in the 12th Five-Year-Plan Period, the city will make efforts to save energy equaling 2.23 million tons of standard coal.
This year, the city will improve the orderly use of power. According to Ningbo Municipal Economic Information Commission, this year Ningbo will have a shortage of 4 million or 5 million kw in peak hours.
