City earmarks 158m yuan to build lifelong learning system

The opening ceremony of the Learning Center for Small Business Owners officially kicked off in Ningbo's Cicheng Vocational School on September 28.

The program attracted 40 students including farmers, unemployed, and college graduates. The school invited professional teachers as well as successful company managers to provide theoretical and practical guidance. According to an official surnamed Zhong in Cicheng Social Affairs Bureau, these students will receive a 100 -hour training before they graduate. Besides, they will attend a seminar in the Jiangbei District entrepreneurial club every month and have a talk with business experts.

Mr. Liu, the principle of Cicheng Vocational School,said that this was their fifth training course of the same kind, and they also offer various training programs. Statistics show that the school offered training classes for 798 rural laborers, 921 migrant workers, and 160 unemployed in 2011. A laid-off worker who is learning pastry making in the school said, "the school offers various training programs and it is very convenient for the learners." She plans to participate in the training class for agricultural agents after she passed the examination of the pasta making.

 

With the rapid social and economic development, more people are willing to participate in life-long learning programs. In order to meet the public demand, Ningbo is striving to build a lifelong learning system. Cicheng Vocational School is among the larger platform.

Statistics show, Ningbo has established community colleges at various levels, including one community college at municipal level, 11 at district level, 152 at sub-district level and 2,130 at community level, forming a net work covering the whole city.

The rapid development of life-long education receives financial assistance from the municipal government. Statistics show the city granted 158 million yuan for adult continuing education in 2011. Meanwhile, it established special funds for community education citywide. Community education revenue varies from 10 yuan to 2 yuan in 2011.

Data show that Ningbo has in the past five years offered preparatory labor force training for more than 20,000 people, rural skills training for more than 880,000 people, and training for the transfer of rural surplus labor force for nearly 50,0000 people. Meanwhile, Ningbo allocated 102 million yuan in employment training covering more than 100 careers in manufacturing industry, service industry and business&management, benefiting nearly 20,0000 people
