"Soft" talent introduction promotes enterprise development

Last year, to seek transformation and innovation, Haishu District made great efforts to build a range of industrial parks featuring e-commerce, environmental protection and cultural innovation. Since the beginning of this year, a survey for professionals needed by related industrial projects was made in over 100 enterprises in the district to set up a talent "development catalogue". Taken into consideration such factors as the degree of scarcity and professional requirements, the district aims to introduce the technical professionals that can make key technological breakthroughs and guide the development of the emerging industries. According to a related person from the district government, "We hope that we can introduce and develop our own high-end talents who can shoulder high-level designs, solve major problems and guide industrial upgrading by means of project promotion, industrial leading and soft introduction."
Ningbo E-commerce Industrial Park, located in Haishu district, boasts a large number of professionals, including eight with doctor's degree and 37 with master's degree. Ningbo Energy Saving and Environmental Protection Park, the first park themed on environmental protection in Ningbo, attracted the settlement of 12 units (including the public technological service center of Ningbo Institute of Material & Engineering, Chinese Academy of Science, the Faculty of Architectural, Civil Engineering & Environment of Ningbo University, and Ningbo Giant Tree Energy Co. Ltd.) and over 80 environmental protection talents.
The intelligence advantage of the high-end talents has gradually become the important force for the district to improve innovative capacity and develop featured industries. In cooperation with such internationally well-known companies as Itochu, Nisshinbo and KB Tsuzuki, the Veken Group introduces over 10 foreign experts each year for its industrial transformation. Last year, the brand value of the group reached 8.4 billion yuan, thanks to its constant innovation.
It is said that in the following period, Haishu District will invest manpower, resources and money in the construction of the "Haishu Talent Development Square", a square with an area of 15,000 square meters located near the Ningbo Railway Station. By integrating such innovation and entrepreneurship platforms as the "business-starting park for returned talents", the "business-starting park for college graduates" and the "expert service base of the e-commerce industrial park", the project aims to become a gathering land for high-end talents with strong professional influence, great cohesive force and radiating power to neighboring areas.
