Ningbo to build important domestic import-export port

Ningbo, a city dominated by open economy, releases its new round of open-economy goals at the beginning of each year.
At the municipal export-oriented economy working conference held on March 27, the municipal government published the "Government's proposal on speeding up the transformation and upgrading of foreign trade services and building the modern international port city" (hereinafter referred to as the proposal) and proposed that by 2016, the volume of imports and exports via Ningbo Port will reach US$ 320 billion, with US$150 billion being self-managed import-export volume.
According to the proposal, to achieve a better balance between exports and imports, Ningbo will actively develop the import trade while further maintaining and expanding exports. By strengthening the promoting role of imports to the economic balance and structural adjustment, Ningbo will enhance the cultivation of import bodies and carriers, and make the city one of the most important import ports in China. By 2016, the development of the import trade will be accelerated, and the import volume will account for 40% of the city's total foreign trade volume.
In the following years, Ningbo Bonded Zone, already chosen as a national demonstration area for import-driven innovations, will play a more important role in promoting the development of import trade in Ningbo.
According to the proposal, Ningbo will actively promote the construction of Ningbo Bonded Zone, and encourage other local enterprises to take advantage of the function of the bonded zone to develop the import trade. With the help of Ningbo Bonded Zone and Meishan Bonded Port Zone, Ningbo will cultivate a batch of imports market clusters with strong radiation capacity, and create the import trade platforms for such special goods as plastic products, chemical materials, non-ferrous metals, rare metals, steel products, automobiles and medium and high-end consumer goods.
In a variety of fields for open economy, Ningbo will take the lead in experimenting. The proposal suggests that free-trade parks will be built in Ningbo Bonded Zone and Meishan Bonded Port Zone. Ningbo will actively explore and promote the development of the import and export trade logistics reform demonstration area, and build the cross-strait trade development demonstration area. The China (Yuyao) Import Plastics Trade Center will be built at the proper time.
In the past few years, as the traditional markets in Europe and the US shrank a lot, the government has been paying more attention to the emerging markets and encouraging enterprises to actively explore the emerging markets.
The proposal indicates that Ningbo will speed up the optimization of the market structure of the international trade. Ningbo will continue to guide and support enterprises to consolidate and deepen the traditional export markets, and actively develop new market segments and high-end markets in the traditional markets. The government will guide enterprises to open up new markets, and actively implement the new international markets promoting plan. Special funds for exploring emerging markets will be set aside from the supporting funds for foreign trade transformation to support the development of the markets in the surrounding countries (regions), the "BRICS", and free trade markets (other than Hong Kong), gradually increasing the proportion of emerging markets in terms of exports.
The proposal encourages the innovation development in foreign trade. Special funds will be arranged to support the innovations in foreign trade, to support the management pattern and the business pattern of the foreign trade enterprises, and to encourage the cooperation between foreign trade enterprises and the financial departments. Foreign trade enterprises will also be encouraged to extend to the both sides of the value chain, to innovate their profit patterns, and to enhance independent R & D design and brand marketing.
