Ningbo Designated as a National Pilot City of Information Delivering Benefits to the People

Construction goals till 2016: 1.Cut down two thirds or above of the time of residents’ waiting for treatment 2.Cover 98% or above of the files of urban residents’ health information 3.Promote smart services for the aged such as Mobile Nursing in major institutions for the aged.
On July 19, news came that Ningbo had been successfully selected into the list of national 80 pilot cities of information delivering benefits to the people, which was jointly issued by 12 national ministries including the Ministry of Development and Reform and the Ministry of Finance. According to the plan, Ningbo will focus on 15 information benefiting projects, such as smart health, smart nursing for the aged and smart education. Till 2016, Ningbo will strive to prominently improve the public services and social management, to forge a government more transparent and open to the people and to further enlarge the new-era information technology industry.
According to the construction goals, till 2016, Ningbo will basically form a smart system of integrated public services involving living, eating, clothing, transportation, medicine and education and enterprise services. Ningbo will also manage to cut down two thirds or above of the time of residents’ waiting for treatment, to cover 98% or above of the files of urban residents’ health information and to promote smart services for the aged such as Mobile Nursing in major institutions for the aged.
In the aspect of social management, Ningbo will explore a new pattern which integrates government administration and residents’ autonomy. It can help to effectively lower the cost of government-people interaction, gather more information benefiting the people for citizens and construct a platform for government-people interaction. Ningbo will form a integrated smart social management system on the basis of smart community, 81980 and smart city administration, and strive to realize the targets that over 98% of the city management problems are initiatively spotted and 98% of these problems are solved, as well as 100% of cases in which residents’ seek for help are answered and 100% of these residents are eventually satisfied.
Meanwhile, for enabling citizens to freely enjoy the convenience of the information age, WLAN will cover the whole city with over ten thousand hotspots, free WIFI will provide in major public sites, and the number of smart end products, applications and information services will increase. In the aspect of industries, Ningbo will continue to perfect the service platform for cross-border e-commerce and small-and-medium-sized enterprises’ informationization, and also breed 3 to 5 cross-border e-commerce leading enterprises and strive to realize production scales of new-era IT industry over 100 billion yuan.
It is said that the related national ministries will provide post-subsidies to support this construct according to the effects pioneer cities have achieved. As for mature cities, the central government will partly finance them for support.
