A few days ago, the Ministry of Industry and Information Technology released the “2023 SME Development Environment Assessment Report”, focusing on the five dimensions of “market environment, rule of law environment, financing environment, innovation environment, and policy environment”, to evaluate the development environment of small and medium-sized enterprises in 19 cities above the sub-provincial level and 31 prefecture-level cities.
Among them, Ningbo ranked 7th among cities above the sub-provincial level, 1 place higher than the previous year, and the top 6 were Shanghai, Shenzhen, Beijing, Guangzhou, Hangzhou and Nanjing. This is also the fourth consecutive year that Ningbo has entered the top 10 of similar cities in the country.
Among the five dimensions selected in the report, Ningbo’s “financing environment” is more prominent, ranking fourth among cities above the sub-provincial level, reflecting the enthusiasm of capital and project docking. Taking the angel investment guidance fund established in 2013 as an example, the fund has invested in 359 projects and directly guided social capital of more than 2 billion yuan.
Ningbo also has an active capital market, which continues to inject “living water” into the real economy. At present, Ningbo has 122 A-share listed companies, ranking 9th in the country; As of the end of last year, the number of private equity fund managers in Ningbo reached 677, with a scale of 744.289 billion yuan in funds under management, ranking seventh among the 36 jurisdictions in the country.
Ningbo has also taken multiple measures to stimulate the vitality of financial innovation. In December last year, the city issued the “Several Measures to Promote the Sustained and High-quality Development of Equity Investment in Ningbo”, pointing out that it is necessary to build an industrial fund cluster with a scale of 300 billion yuan, promote the linkage development of industrial development funds, venture capital guidance funds and angel investment guidance funds, and give full play to the industrial investment and capital agglomeration functions of state-owned assets funds.
While continuously optimizing the “financing environment”, Ningbo’s “rule of law environment” ranks fifth among cities above the sub-provincial level in the country. In recent years, Ningbo has systematically integrated pilot service policies such as positive list, green insurance, environmental stewardship, and the “green island” model, and innovatively built a new ecological and environmental supervision service system that integrates law enforcement and supervision with effective problem discovery and rectification.
In terms of intellectual property protection, which small and medium-sized enterprises are concerned about, Ningbo’s relevant administrative work has been at the forefront of the country for three consecutive years. Last year, the Ningbo Municipal Market Supervision Department implemented the “quick handling of simple cases”, and the handling period of patent administrative adjudication cases was shortened by more than 66.7% compared with the statutory time limit. The number of provincial and municipal trade secret protection demonstration bases in the city has increased to 588, ranking first in the province.
In addition, Ningbo also has many bright spots in terms of the “market environment”, “innovation environment” and “policy environment” required to ensure the development of small and medium-sized enterprises.
Last year, the city held a series of more than 300 activities to help enterprises, benefiting more than 31,900 enterprises (times); formulated and implemented the implementation plan of the “No. 1 Reform Project” to reduce the burden on enterprises and help optimize and improve the business environment, reducing the burden and cost of enterprises by 50.84 billion yuan, benefiting 9.718 million business entities, and establishing 48 provincial-level industrial chain upstream and downstream enterprise communities to support leading and backbone enterprises to optimize and integrate the industrial chain, innovation chain and value chain, and promote collaborative innovation and upstream and downstream supporting enterprises
