“Overseas think tank” accelerates industrial transformation and upgrading

Since the beginning of 2013, orders for Ningbo Fangzheng Tool Co. Ltd. have maintained a growth of 10% against the gloomy situation in the industry in China, with the help of an “online team of overseas engineers”. The team, composed of five overseas experts from Europe and the US, can provide services for the company by way of video conference or by coming to the company in person to solve problems when necessary.
The online overseas engineer team helps the company to obtain overseas intelligence support as much as possible. It is not only a kind of innovation for enterprises to seek for high-tech talents but also an achievement of the “overseas intelligence introduction” project carried out by Ninghai County. The county has launched a series of initiatives in recent years to develop “overseas think tanks”, aiming at promoting the circulation of talents in the county and related industries, enhancing the radiation power of the talents and accelerating the industrial transformation and upgrading.
In 2012, a molding talent base was established by Ningbo and Ninghai County, and “overseas intelligence introduction” became an important platform. In 2013, Ninghai County signed agreements with related enterprises from Japan and Italy to establish talent introduction and training station and organized such cooperation projects as inviting experts on economy, technology and management to conduct training lectures or to be engaged in project research and development. Not long ago, with the assistance from Ningbo Bureau of Foreign Experts, some experts from Japan and Germany visited the mold enterprises in Ninghai and helped to solve some technical problems on site for the enterprises.
Besides, Ninghai County has introduced 52 foreign experts to work in mold enterprises and other manufacturing fields, with the help of the Bureau of Foreign Experts. As the sole supplier of seal strips for the China-made Audi cars, Jianxin Zhao’s Group Corporation confronted new challenges of technology upgrading for new models. In order to win in the fierce competition, the company employed Mr. Dean Grasbu, an American R & D engineer, who helped to tackle the technological problems and to ensure the large orders. It is estimated on the basis of the orders that the annual volume of the corporation will reach 2 billion yuan, an increase of 33% over 2012.
A new industry is developing in Ninghai County with the appealing power of its introduction of overseas high-end talents. Earlier this year, Ningbo Municipal Government signed an agreement with Shanghai Pharmaceutical Institute to jointly set up the bio-industry innovation center in Ninghai. Together with the International Bio-pharmaceutical R & D Training Center (Ningbo), and Ningbo Human Antibody Screening Research Center, the innovation center shows that the Ningbo Biological Industry Park has taken shape.
