From October 9, the post office spots in Ningbo (including the 6 districts and Daxie Island) began to provide the recharging service for the public transportation IC cards. With the joining of the 113 spots, the total number of IC card recharging spots reached 130, and they can be found all over the city.
"The wide distribution of the post office spots is a great supplement to our existing recharging spots." said the official who is in charge of the Citizen Card Administration Company. Since last year, they have attempted to cooperate with the post office by opening 5 recharging spots in the downtown post offices. The result is quite satisfactory, which leads to the opening of the 113 spots.
From now on, the recharging of the regular IC cards and the purchase of the personalized IC card can be done in the 113 post office spots. But the preferential cards such as student cards, senior citizen cards, care cards and free-of-charge cards can only be got from the existing citizen card centers. In addition, according to the Citizen Card Administration Company, the online recharging service for the IC card will have been realized by the end of this year.

Word came from the annual conference of Ningbo Foreign-invested Enterprises Society held on October 8 that Ningbo has already become the gathering place for the high-quality foreign investment and foreign-invested enterprises.
Statistics show that every introduction of 100 million dollars of foreign investment means the country can get 100 million yuan as tax revenue and another 3427 job positions will be created. It also means a total export and import value of 145 million dollars and a profit of 157 million yuan.
According to Ningbo Foreign Trade and Economic Cooperation Bureau, in 2010, there were 5772 foreign-invested enterprises with a total investment of 44.21 billion dollars, including a registered capital of 25.56 billion dollars. The realized investment added up to 23.81 billion dollars. By the end of 2010, the total investment, registered capital and realized investment had all increased compared with the previous year, an increase of 4.2 billion dollars, 3.04 billion dollars and 2.53 billion dollars respectively. 3221 foreign-invested enterprises proved profitable, an increase of 182 over the previous year. The profitable enterprises made up 56% of all the enterprises tested, up 3% over the previous year.
As one of the first opening-up coastal cities since the introduction of reform and opening-up policy, Ningbo has been making efforts to attract foreign businesses and investments actively and efficiently in a proper way. The investments have been closely integrated with equipments, technology, management and talents on a certain scale. The consistent inflow of the foreign investment greatly compensated the shortage of fund for Ningbo's development. In the meanwhile, by bringing in a large quantity of advanced production technology and administration experience, the foreign investment played a significant role in promoting the scientific and technological progress and industrial upgrading, in boosting tax revenue, employment and imports and exports, and in achieving the balanced development of different regions.

The shortage of high-end talents, especially the leading and top-notch talents is a critical problem in Ningbo, which falls out of line with the demand of the "six quickening" strategy and lags behind some other cities like Shenzhen, Nanjing and Hangzhou. The simple introduction of talents cannot satisfy the demand. It is high time for Ningbo to go further in its training of leading and top-notch talents to support and lead the transformation of economic society.
According to the scheme, during the decade between 2011 and 2020, Ningbo is to cultivate and bring up a group of leading talents composed of those who can rank among the academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, those who can make prominent contribution to our country, and those who can become Zhejiang provincial special-grade experts or young and middle-aged experts with prominent contributions, and Ningbo municipal outstanding talents. The training of a group of academic and technological foregoers with high academic and technological attainments and strong innovative abilities, who can play an important leading role in the economic development, is also the target of this program.
The training program is to be carried out in five-year cycles, with the aim of selecting and cultivating 1400 distinctive young and middle-aged talents in three levels for each cycle. Among them, 100 talents are in the first level, 300 in the second level and 1000 in the third level.

According to the Office on Aging, in the past two years, Ningbo has witnessed an accelerated aging population with over one million people aged over 60 for the first time, taking up 17.83% of the population in Ningbo. To release the pressure on the ageing population, the government has unveiled many measures such as offering allowances, home care services and volunteers to help seniors.
According to the Office on Aging, Ningbo has become an aging society since 1987, 12 years earlier than other Chinese cities. And during the 11th Five Year Plan, the elderly population grew at a rate of over 4% annually, even close to 5% in the following three years -- nearly ten times faster than the total population growth. What’s noticeably true is that seniors aged over 80 have reached 150,000, represented 14.6% of senior population.
In respond to the current situation, Ningbo government has taken the lead to launch a series of initiatives to put a new welfare system in place. Currently, about 150,000 seniors in Ningbo aged over 80 have received allowances ranging from 50 to 300 yuan.
In addition to material gains, voluntary groups were set up to take care of seniors. “Senior Chatting Group” from Beilun, for example, often visited the lonely seniors and kept them company. In total, there were about 13,000 volunteers for the elderly in Ningbo.
