Yuyao: flood to recede by October 12

the flood water in Yuyao, the county-level city of Ningbo, is expected to recede this Sunday, said Zheng Guichun, Vice Mayor of Yuyao, in a recent news conference held in Hangzhou-Ningbo Freeway Management Office on Friday afternoon. 

Zheng Guichun said, they may start urban flood discharge to the river as soon as the water level of Yao River dropped to below 4.8 meters. By 14:00 pm October 11, the water level has dropped to 4.78 meters, 0.2 meters lower compared with the same period on previous day. The average water level in the flooded urban area is about 0.3 to 0.5 meters, and as high as one meter in some places. This indicates Yuyao can take initiative to discharge water instead of waiting for the decline of the flood.

Local authority has started flood discharge currently. Twenty large pump trucks are working now and another 15 will join in early this evening. Another 300 small pumps have been transported to the flooded area for drainage. The current drainage progress shows the flood is expected to recede on Sunday.

 

Governments or non-governmental organizations have donated supplies in recent days. Food and drinking water supply in Yuyao City was adequate and more supplies are on the way to Yuyao now. The decline of the flood and improvement of road will ease the traffic pressure. All supermarkets in the urban area have reopened except Yidun store of Carrefour. Sixty percent of the city's pharmacies are open for business. Three temporary food markets have been set up to facilitate the flood victims. Zhenggui Chun added that the move aims to improve the flood victims’ living standard and bring them more conveniences. Meanwhile, local price watchdog is stepping up the supervision over local shopping malls, supermarkets and food markets to ensure a stable price.

According Zhenggui Chun, the daily water supply has reached 100,000 tons (the figure was 110,000 tons before the typhoon and flood). No. 2 Mazhu Water Plant is supplying 96,000 tons per day (100,000 tons before the typhoon and flood). The figure indicates the urban and rural water supply is restored to the normal level. Another major water supplier, Qilifu Water Plant, is now under full repair, which is expected to resume within 24 hours.

Currently, 61 inter-provincial freeways, Yuyao Raod, Liang Zhou line and Yuliang Highway and roads to the North of Yuyao have been restored. Except three roads in mountainous region, all roads on the plain and mountainous region have been reopened. Besides, temporary bus routes in downtown have increased to 17 with 13 bus routes to rural area. Currently, 13 emergency rescue teams are continuing to carry out road assistance. The city's traffic is expected to be significantly improved within 48 hours.

The power supply is gradually restored. Up to date, 57 10 kV power lines have been restored. As 709 public transformers have been restored, power supply to 35,669 households are resumed. Three residential complexes have power restored now and another residential complex is still under full repair. Forty-six vehicles with emergency generators arrived in Yuyao City on Thursday. Thirty-eight of them have started to provide power for important utilities, including governments, hospitals and schools.

Through an emergency repair program, China Mobile, a major Chinese mobile operator, have restored its coverage over the downtown of Yuyao, its major townships and streets, especially the hardest-hit Lubu Town. Signal interruptions may still happen due to the current large number of users. China Unicom, another major Chinese mobile operator, have restored signal coverage up to 80 percent in the urban districts and it expected to achieve full coverage of the major townships and streets within two or three days. Besides, telephone service in flooded residential complexes are gradually resumed.

The local environmental authority has organized about 1,000 cleaners to clear the streets where flood receded.

Local authority also stressed the post-disaster disease prevention. Yuyao has mobilized emergency medical resources and prepared enough medical reserves including disinfection spray, bleaching powder, antivirus tablets and protective masks and gloves. Besides, Zhejiang Provincial Health Department and Ningbo Health Bureau have sent a number of doctors to Yuyao. The provincial and municipal CDC also sent 20 doctors to participate in the 19 post-disaster epidemic prevention teams. The local emergency command center had sent 10 vehicles for the health and epidemic prevention work.

In addition, Yuyao City has organized 77 doctors to carry out medical check in rural and urban disaster areas, who has so far provided services for over 2,000 residents.
