Three-year comprehensive eco-environment treatment launched in Ningbo

Ningbo launched a three-year campaign of comprehensive eco-environment treatment on July 26. In accordance with the requirements of “treatment and improvement, treatment and beautifying”, within three years, the city will strive to become a state-level eco-city by making significant progress in building the beautiful homeland with blue sky, green land, clear water and fine landscape. The passing rate of the water quality of the water functional areas will reach 71%, and the air quality will be better than that of the national environment model cities. The comprehensive eco-environment treatment will be carried out in 47 key villages (streets), and the comprehensive index of the eco-environment in the whole city will be over 85. 

In terms of treatment for air pollution, by 2016, the annual average concentration for the city’s sulfur dioxide, nitrogen dioxide, particulate matter (PM10) and fine particulate matter (PM2.5) will reduce by, respectively, 11%, 10%, 10% and over 5% than in 2011. The emission of sulfur dioxide, nitrogen oxides, industrial smog and active-source volatile organic compounds will fall by 19%, 32%, 10% and 18%, while the reduction of dust intensity in the downtown area will be 15% lower than in 2013.

In terms of treatment for water environment, the quality of the inland water in downtown area will reach class IV, and some parts even class III, and the urban wastewater treatment rate will reach 96% and 90% respectively. 71% of the administrative villages will have sewage treatment. There will be more than 1000kms of ecological riversides, and 20 rural water environmental governance programs will be completed, realizing the goal of “clean water, smooth rivers, green banks and landscape beauty”.

In terms of treatment of soil pollution, the emission of heavy medal and lasting organic pollutants will show clear reduction. The hazardous waste and medical waste will undergo harmless disposal treatment and the harmless disposal treatment rate for sewage sludge will be over 95%。 The soil pollution for the major origins of agricultural products will be under effective control, and the major hazard for soil environment will be eliminated.

The campaign also defies its main content and main tasks. Firstly, there is a schedule and a deadline for the treatment, in order to timely solve the existing regional environmental problems, including the water environment treatment of Hangzhou Bay area, the treatment and improvement of heavy-polluting industries, and comprehensive treatment of eco-environment in key villages and towns. Secondly, various measures will be carried out to achieve the overall improvement of such important environment elements as water, air and soil as well as the quality of regional environment, by implementing the macro emission reduction project for waste air, waste water and waste solid, developing regional environment treatment and improvement, and innovating the  eco-environment intelligence and the monitoring mechanism and system. Thirdly, in accordance with the law, all kinds of malignant environmental violations will be cracked down. Attention will be paid to the sorting and supervision of all kinds of key polluting sources, and the comprehensive penalties for illegal cases concerning environment will be enhanced. The investigation results will be timely published to create a high-pressure situation for punishing illegal behaviors to the environment.
