New Materials Science and Technology City develops with talents

In speeding up innovation and development, Ningbo National High-tech Zone (the New Materials Science and Technology City) develops its talent business by building the platforms, innovating the policies and optimizing the environment.
In 2015, the zone introduced over 5000 talents, including 255 returned talents, 54 target talents for the national or provincial "1000-talent plan" or the municipal "3315 talent plan", and 10 overseas engineers. 15 talents at the zone were listed among the "1000-talent plan", 10 individuals or teams listed among the "3315 talent plan", and 25 talents individuals or teams selected as "entrepreneurial elite". The total number of the introduction of overseas high-end talents hit the historical high. There were over 160 scientific achievement transformation projects at the zone in 2015. Ningbo National High-tech Zone ranks No.17 among all the 129 national high-tech zones in the country in the list issued by the Ministry of Science and Technology, showing that the regional core competitiveness of the zone has significantly enhanced.
To introduce the overseas talents, the high-tech zone cooperated with the Hanhai Z-park of the Silicon Valley to co-build the talent incubators by leasing spaces and purchasing services.
The incubators have their own independent offices and incubating space, and by hiring professional talent introduction representatives, they cooperate with the local overseas study agencies to select the overseas talent projects on the spot. By carefully choosing a group of advanced and promising projects with the intention of starting business back at home for pre-incubation, the incubators provide free entrepreneurial guidance and specialized training for the development of the projects, help them to contact the investors and provide a preparatory space for the settlement of the entrepreneurial individuals or teams at the high-tech zone. When everything is ready, the projects will be introduced to the related innovative and entrepreneurial platforms for further cultivation and development and even the final industrialization.
In cooperation with the incubator of the Silicon Valley, the high-tech zone took the lead in the city to open an office for overseas talents affairs. As a publicity window and a talent-introducing bridge, the office assigns the talent-introducing tasks by means of service outsourcing, strengthens the incentives for talent introduction and introduces the target talents at the national, provincial, municipal and district talents.
In 2015, the "overseas entrepreneurial base", with an area of 13,000 square meters and located at the Ningbo R&D Park, was put into use, attracting a group of talents from the national and provincial "1000-talent plan", the municipal "3315 talent plan" and the "high-tech entrepreneurial elite plan". Meanwhile, the base cooperated with the Shanghai Pegasus Brigade to build the "entrepreneurial workshop" and introduce the overseas talent projects by introducing the new talent development models, which has helped to expand the base scale and build the "starting business in Ningbo" brand
