By the end of 2010, the number of people under the basic endowment insurance premiums for employees, and the that of the people under the social retirement insurance system for urban and rural citizens reach 3,835,000 and 1,100,000. The number of people under the basic medicare insurance for employees, and that of people under the medical insurance system for the urban residents reach 3,875,000 and 750,000. The people under the unemployment insurance, the work-related injury insurance, and maternity insurance reach 1,863,000, 2,381,000 and 2,015,000.

In recent years, Ningbo also strengthened the social security for the migrant workers. In order that the social security of the migrant workers can be effective through the country, Ningbo has improved the old-age and medical insurances for the migrant workers, so that they are effective over the country. Ningbo also has raised the remuneration of the insurances for the migrant workers. Those retired migrant workers according related rules of Ningbo will enjoy the same retirement insurance. From May 1 this year, all the 2,800,000 people in the whole of Ningbo under the employees' medical insurance began to enjoy the same treatment.

Yinzhou's tax income exceeding 10 billion this year

Good news for the tax income Yinzhou has got. in the first half of this year, the national revenue and the local revenue reached 10.118 billion yuan, breaking 10 billion yuan for half a year for the first time.

In the first half of this year, The tax collected by Yinzhou National Revenue Bureau reached 5.357 billion yuan, increased by 28% over the same period of last year. The amount is a historical new high and it ranks No.1 in all the counties, cities and districts of Ningbo.

By the end of June, The tax collected by Yinzhou Bureau of Local Taxation reached 4.761 billion yuan, increased by 41.6% over the precious year, making a historical new high. Of the total, the business tax reached 1.317 billion yuan; the enterprise income tax 730 million yuan; and the individual income tax 921 million yuan. Other non-tax income reached 2.746 billion yuan.

This year, the stable growth of the industrial economy led to the increase of enterprise income tax by 50.5%. The growth of the salaries, stock interest and so on led to the increase of personal income tax by 16.5% against the same period of the previous year. In addition, other factors like the growth of the urban construction tax, and the increment tax on land value also contributed to the rapid growth of the tax income.

After Ningbo became a city independently listed in the national plan

Since 1984 when Ningbo opened further to the outside world, Ningbo became attractive to investors home and abroad. However, the backward infrastructure of the city became a severe restriction to the further opening of the city. To solve this problem, Ge Hongsheng, then Secretary of Ningbo Municipal Party Committee, decided that Ningbo should take measures so that the city could be listed as a city independently listed in the national plan. A city independently listed in the national plan is one that has provincial-level administration and its development is in independently the country's plan but not in the plan of the province.

At a meeting in Dahua Hotel of Hangzhou in September 1986, the State Council's coordinating group on the economy of Ningbo, Zhejiang Province and Ningbo City agreed that Ningbo should apply to be a city independently listed in the national plan. On November 10 in the same year, Zhejiang Provincial Government submitted the application to the central government, for Ningbo to be listed as such a city.

On February 24, 1987, the State Council made the reply that Ningbo be independently listed in the national plan, that the city have the provincial-level administrative power in economy, and that the city should further carry out the pilot economic system reform. In June 1987, Zhejiang Provincial Government made the decision that as a city independently listed in the national plan, from the next month on, Ningbo should be independently listed in finance, foreign capita and foreign economy. In 1988 the city became officially independently listed.

This is a start point for the development of Ningbo. The great change in the economic system gives independence to Ningbo in making plans and strategies for foreign trade, industry and agriculture, and this has led to rapid development of Ningbo

Local tax of Ningbo exceeding 30 billion yuan this year

Reportedly, in the first half of this year, the local tax collected amounted to 30.01 billion yuan, making a historical new high. The figure covers 66.4% of total planned for this year. Of the amount, the local share amounted to 28 billion yuan, covering 72.6% of the local financial income. Looked at in Zhejiang, Ningbo is keeping a stable and rapid growth in tax income, 3.3 points higher than the average of Zhejiang (excluding Ningbo), and 9.1 points higher than Hangzhou. In Ningbo City, the growth rate in Daxie, Hangzhou Bay Area and Yinzhou was all above 40%.

In addition, in the first half of this year, the general budgeted revenue of Ningbo reached 80.89 billion yuan, increased by 31.1% above the same period of the previous year. Of the amount, the local finance amounted to 39.087 billion yuan, and the state revenue amounted to 41.803 billion yuan.
