Ningbo to award 100 priority headquarters enterprises

Ningbo municipal government has began the evaluation of priority headquarters enterprises in 2012. One hundred enterprises will enter the list and get awards from a  special fund.

"We are going to choose 40 modern manufacturers, and 50 modern service enterprises (including 10 growing enterprises), 10 modern agricultural enterprises or other types according to their score ranking." An official in charge of headquarters economy development said yesterday.

The evaluation standard varies for different industries. A qualified manufacturer is required to achieve or partly achieve the separation of headquarter and production base. It should have a certain number of functional agencies or branches and make a tax payment of 35 million yuan at least.

A modern service headquarter enterprise must have at least three subordinate functional agencies or branches, with one or more subordinate enterprises outside Ningbo, and makes a tax payment of 10 million yuan or more.

A modern agricultural headquarter enterprise is required to have separate headquarters and production base, with a certain number of functional institutions or branches; and makes a tax payment of 500 million yuan or more. Other enterprises including the construction industry have to reach 30 million yuan as tax payment.

"Our evaluation standard include size, tax payment, business growth, R & D investment, output per unit land, energy saving, and industry-ranking. Weight coefficients are set for different types of enterprises. " the official added.

Reportedly, the 100 priority headquarters enterprises will get financial award from a special fund set by the municipal government. 30% of the award is required to put into personnel and business management, and 70% for brand innovation, R & D investment, IT, marketing, network construction and other key areas

Ningbo gives preference to small enterprises in personnel training

This year, Ningbo will further favor the enterprises in personnel training so that in 2015 the enterprises will have 85% of the total of talents. According to Ningbo Municipal Human Resource Center, this year the city will give preference to small and micro enterprises in personnel training.

Small and micro enterprises are often restricted by lack of qualified talented people. Reportedly, the city this year will open more training resources to small and micro enterprises. Those fast growing and upgrading middle, small and micro enterprises will have greater support. The management personnel in middle and small enterprises may have opportunities to get trained in advanced training classes home and abroad.

This year, the city will intensify the training of personnel that the city needs urgently, especially the personnel in marine economy management, port logistics, logistic network, and smart industries, so as to solve the bottleneck problem of shortage of personnel for emerging industries

Ningbo to take 11 special actions for the "6 accelerates" strategy

According to Ningbo Municipal Office of the Campaign of the "Three Thinks and Three Pursues", the working plan for the campaign this year was recently released. In the plan are 11 special actions for the solution of the social and economic difficulties and the problems of greatest concern to the people. These actions aim to further accelerate the implement of the "6 accelerates" strategy.

To promote the industrial transformation and upgrading, Ningbo will take special actions to support the rapidly growing enterprises, eliminate backward productivities and promote energy saving and discharge reduction. According to the plan, this year Ningbo will complete the approval and implement of 100 key preliminary works of new projects and start the construction of 100 key projects. It will eliminate a number of backward productivities in 14 key industries, improve 31 massive economic areas of highly polluting and high energy consuming enterprises and save 300,000 tons of standard coal every year.

To speed up improving the quality of the people's lives, the city will take special actions to renovate 60 villages and towns in those underdeveloped areas. It will take special actions to improve the main roads and renovate 35 back streets in the central urban areas.

In addition, the city will go on the actions of "No-dead-end Roads" and "No Highly Polluting Fuel Areas. In this year, the city will break through 21 dead-end roads and eliminate 150 coal fueled boilers in the No Highly Polluting Fuel Areas

Results of State Quality Checks of Ningbo products

The other day, the State Administration of Quality Supervision, Inspection and Quarantine released the result of the 6th products quality check 2011. In 2011, Ningbo had 6 batches of products checked by the state. Of the 457 batches of products of 70 kinds checked, 421 batches passed, with the acceptance rate reaching 92.1%, 5 points higher than the previous year. This indicates that the quality of Ningbo products is in general good.

Of the products checked, 52 kinds are 100% qualified, including bed necessities, electric processing lathes, home gas stoves, glasses and pressure cookers.

12th Ningbo Congress of Party Representatives closed

After completing its agenda of the election of the members and alternate members of the Standing Committee of Ningbo Party Committee and adopting the reports by the 11th Ningbo Municipal Party Committee and the Discipline Department of Ningbo Municipal Party Committee, the 12th Ningbo Congress of Party Representatives successfully closed in Ningbo Grand Theatre.

The truth-seeking and pioneering spirit has always been the core of the whole process of the congress and it is a successful meeting with innovative spirit, inspiring result and well defined targets for the future development of Ningbo City.

Attendants to the closing ceremony included representatives of the democratic parties, major authorities of the Federation of Industry and Commerce, and representatives of the government departments, representatives of Ningbo People's Political Consultative Conference and representatives with no political affiliation.
