Ningbo takes the lead in building urban data space

Data centers are springing up, servers are running day and night, and GPUs are running at full capacity... In the buzzing sound of machines, data shuttles back and forth between computer terminals and the “cloud terminals”. They are like the lifeblood of the information age, nourishing every digital cell.
However, data circulation still faces such difficulties as low efficiency, high cost, and poor security controllability. The problems of data holders being hesitant to supply data, data demanders being unable to find data, and mismatched data service providers have constrained the development of the data industry.
In order to further activate more data cells, Ningbo launched the construction of urban data space on December 29, becoming the first sub-provincial city in China to initiate the construction of such a data space.
It is a new type of infrastructure for efficient circulation and development of data, which protects the reasonable data rights and interests of all parties through the use of various technologies and governance rules, and promotes secure and trustworthy data interconnection and interoperability among different entities.
“We can compare data to the raw materials of delicious dishes and data merchants to chefs. In this data space, chefs can find raw materials more conveniently and safely, and create more delicious dishes through pairing, cooking, and other methods.” said a related person in charge from Ningbo Data Bureau. The most important function of the urban data space is to solve the problem of controllable and trustworthy data, which will further promote the innovation of data applications and the unleashing of data value.
Currently, digital transformation of enterprises is the trend, and data throughput has been increasing year after year.
According to the “Digital China Development Report (2023)” issued by the National Data Administration, in 2023, the total data production in China reached 32.85ZB, a year-on-year increase of 22.44%. As of the end of 2023, the total amount of data storage in China was 1.73ZB. The total mobile Internet access traffic was 0.27ZB, up by 15.2% year on year. The average monthly mobile Internet access traffic was 16.85GB, up by 10.9% year on year.
With the increasing demand for data storage and processing, it is urgent to expand the scale of data infrastructure that can adapt to the characteristics of data elements, promote data circulation and utilization, and unleash the value and utility of data.
The construction of urban data space in Ningbo is an exploration of trustworthy digital space layout, which enables more entities to participate with more confidence, create more data services and products together, and achieve data appreciation.
According to the planning, the urban data space of Ningbo will have “one hub and two centers”. Through the construction of a core hub for the interconnection and intercommunication of urban data resources, it will orderly integrate the scattered data resources in various fields, thus forming an urban data resource system.
Meanwhile, Ningbo Digital Industry Group Co., Ltd., the Ningbo branch of China United Network Communications Co., Ltd. , and Ningbo Digital Security Technology Co., Ltd. are among the first enterprises to complete strategic agreement signing with the space.
