Comprehensive Investigation into Hidden Dangers in Chemicals

Committed to zero tolerance and full coverage, Ningbo Municipal Ministry of Public Security acts responsibly to find out hidden chemical dangers in an all-round examination effort, according to sources from the ministry on Sunday.

On the evening of August 13th, the public security authorities held a meeting on work safety and clarified the division of work for each responsible person. The next day saw fire department stage a one-and-a-half-months campaign that aims to ensure work safety at areas with concentrated hazardous chemicals and flammable and combustible materials. More than 280 units have been investigated, 12 petrochemical businesses included.

Beyond that, the department is about to undertake a training session, a comprehensive investigation into hidden dangers, an emergency response drill in a tank zone. Businesses that operate illegally with potential fire hazards will be held accountable in accordance with the law. As a way of weeding out potential dangers, the department will submit a proposal the local government to close or relocate facilities, including schools, hospitals, old people’s home, residential quarters, and other places where a lot of people live or work, if these buildings are exposed to such potential hazards as fire, explosions, and leakage of toxic gases.

The Ministry of Public Security notified fire fighting units and sites with flammable and combustible materials on self-imposed examination of potential hazards soon after the blasts hit Tianjin. Fire prevention unit, public security unit and local police stations launched thorough investigation into Beilin and Zhenhai gas stations, storage yard for dangerous articles, chemical storage tanks. Beyond that, police forces were brought into action to do the same job at municipal level to ensure work safety at Ningbo’s port.

The same campaign was also set in motion in Zhenhai and Beilun districts, home to most businesses dealing with hazardous materials. Zhenhai public security bureau lost no time in checking danger-prone zones and carried out regulations to ensure closed management of petrochemical zones and tightened safety controls on roads transporting these materials. The bureau in Beilun also conducted examinations of piers, chemical zones, among others. Spot check was undertaken on some units for erasing hidden dangers.
