On September 4, the first 20 pilot spots in Haishu District for free wireless Internet access (WiFi) were put into use. In these spots people can have free Internet access by connecting their mobile phones or tablets to "iNing-bo" and then following the instructions.
As a leading "smart district" in Ningbo, Haishu District has become the first district in Zhejiang Province to have full optical-network coverage, with its cable covering over 160,000 households. By building 962 wireless Internet access spots and 10,958 APs, the district has attained a full coverage of wireless Internet in the district government departments, business buildings, shopping centers, social and public hotspots and the urban trunk roads. Recently, Haishu District Government, Ningbo Smart City Construction Office and Ningbo Branch of China Mobile have signed a strategic agreement on the pilot project of free wireless Internet access in Haishu District. According to the agreement, Haishu District has been chosen as the pilot area for the project, and the project will last for three years.
It is learned that besides the three major business centers of Tianyi Square, Heyi Avenue and Moonlake Flourishing Garden, other free access hotspots include Zhongshan Park, Ningbo Housing Provident Fund Management Center, 81890 Service Center, Ningbo Administrative Examination and Approval Center, Ningbo No.1 Hospital, Ningbo Women's and Children's Hospital, Ningbo Times Movie World and Ningbo New Hualian Shopping Mall.

Since 2004, the malt has been one of the most important agricultural products for export in Ningbo. By July 2012, Ningbo had exported 183,000 tons of malt with the value of US$100.02 million.
In the past two years, due to various factors including exchange rate, climate, raw materials and labor costs, the market competitiveness of the malt exported from Ningbo has declined, resulting in slashed orders. In 2011, Ningbo only exported 28,000 tons of malt with the value of US$15.87 million, down by 22.24% and 42.58% respectively compared with the previous year.
Under such grim circumstances, in 2012, to promote the malt exports and reduce production cost and control losses for enterprises, in the principle of reducing burden and improving effect, the inspection and quarantine departments take measures to provide coordinated service to enterprises. By supervising the raw material export, production and processing management and clearance of qualified finished malt products, they made it possible to reduce the stagnation period and reduce the production costs. Besides promoting production and enhancing competitiveness of the malt export, the coordinated service also paved the way for the upcoming export of Ningbo malt products to the 15th target country.

It is learned on September 3 from Ningbo Health Bureau that as an important part of smart health and security system, the regional imaging-centralized diagnosis system has been established in Ningbo. So far, the system has covered over 80% of the township hospitals in Ningbo.
The smart health and security system is the first pilot project of the top ten smart city systems to be established during the 12th Five-year Plan period and one of the first pilot projects of "Smart Zhejiang". According to the planning, to address such problems as difficulty of seeking medical treatment, high cost of treatment and unbalanced medical resources distribution, Ningbo will achieve computerization of health affairs and hospital services, digitalization of public health management, sharing of citizen health information, intensification of medical resources utilization and integration of health and medical information services. After two years of development, the smart health network has been established and the citizens are getting quality and convenient medical services.
In August 2010, the unified medical appointment registration platform was put into operation, providing online appointment registration for 16 major hospitals. The patients can make an appointment with a medical specialist online and pay through mobile phones. "Within only two years, the daily registration number increased from less than 300 to over 6000, and the total number has reached one million." said Zou Mingfei, Vice-director of Ningbo Health Bureau. Based on the platform, from this year, people can make medical appointments with hospital specialists in their own communities. In addition, people can have access to such information as their own clinical record, medication record, results of medical examination and discharge summary anytime and anywhere through the platform. Currently, the platform has covered all the medical institutions in all the three major districts. By the first half of next year, all the medical institutions in other towns and districts will be included in the platform, and people can have access to the information of their treatment record in any hospital in Ningbo.

As one of the first 12 pilot Customs appointed by the General Administration of Customs of China, Ningbo Customs has launched the reform of paperless Customs clearance since August 1, canceling the paper Customs seals for transit cargo of certain pilot enterprises between Ningbo Customs and Hangzhou Customs. By the end of August, the number of pilot enterprises had reached 8 (from 3 at the beginning), and had managed the clearance of 80 batches of transit cargo, involving 611 TEUs.
It is learned that Ningbo Customs will continue to expand the scope of paperless Customs clearance and further downsize the accompanying documents. According to the schedule, by 2015, all the imports and exports through Ningbo Port will adopt the paperless Customs clearance operation.
