Focusing on the construction of the Ningbo metropolitan area, it is necessary to establish the concept of large transportation, retain the existing railway station as a city station, and move the south station further south, and give full play to the major transport hubs in terms of urban spatial pattern, industrial agglomeration, and population mobility. The guiding role has shifted from the small pattern of "serving Ningbo" to the large pattern of "serving the metropolitan area".

It is necessary to move Ningbo's southern transportation hub to Fenghua

This is the need for Ningbo to build a large transportation system and adapt to the development of urbanization across the region. From the geographical location, Fenghua District is located in the south of Ningbo City. The location advantage is obvious. There is no railway hub layout within 20 kilometers around the hub, but the railway lines are clustered and have the ability to depart in multiple directions. It is also the area with the most intersections of current railway and highway in Ningbo. So it is one of the best choices for the layout of Ningbo's southern transportation hub. Judging from the connection of hubs, the combined development of wide-area hubs such as aviation and high-speed rail can effectively increase urban energy levels and expand radiation coverage, which has become a development trend. With the completion of the 2020  Metro Rail Line 3 and the airport elevated expressway, Fenghua Railway Station will enter the 15-minute traffic circle of Ningbo Lishe International Airport, with the conditions for creating a transportation hub in southern Ningbo. At that time, it will not only further share the pressure of passenger flow in the central urban area, but also give full play to the advantages of cluster hubs such as high-speed rail, aviation, metro, and overhead highway, and greatly enhance the agglomeration effect of the central urban area.

This is the need for Ningbo to build the Greater Bay Area economy and achieve higher levels of open development. At present, the main urban area within the Ningbo Ring Expressway is limited by development space, and many industries have been unable to find a suitable regional layout. As a new urban area of Ningbo, Fenghua has excellent ecological environment, large space area and strong development potential. In particular, Xiangshan Harbor Area, as a rare clean water bay area in Zhejiang, has great potential for development and utilization, and should be used as a key area for economic development in the Bay Area. The layout of Ningbo's southern transportation hub to Fenghua, in collaboration with the existing Xiangshan Port Bridge and the planned Xiangshan Port Second Corridor, will help promote the further southward shift of innovation resources and industrial resources in the main urban area, and then drive the economic development of the entire Xiangshan Port area. At the same time, it can also take advantage of Fenghua Railway Station's advantage of being located at the junction of the Yiwu-Ningbo-Zhoushan Passage and the National Coastal Passageway, and further strengthen the concentration and circulation of people, logistics, and information flow, and become an important node for Ningbo's sea-land two-way open development.

This is the need for Ningbo to build a metropolitan area, and then radiate the needs of Taizhou, Shaoxing and other places. From the experience of Shanghai, Hangzhou, Nanjing and other places, strengthening the communication and connection with cities in the metropolitan area through railway, metro, high-speed and other transportation methods has become an important means of building a regional development community. Fenghua is located in the south wing of the Yangtze River Delta, connecting Xinchang and Shengzhou to the west. It is an important node for Ningbo to communicate with southwestern Zhejiang. The layout of Ningbo's southern transportation hub to Fenghua will not only significantly improve the traffic conditions in the three southern counties, but also complement the shortcomings of infrastructure in the southern area of Ningbo. It will also help to further open the overall framework of Ningbo's city and move the city development further along Xiangshan Harbor Development, accelerating the formation of a "coast of rivers and lakes"; further, through the three southern counties, the radiation and influence on areas in Taizhou and Shaoxing like Sanmen, Xinchang and other regions can be increased, and Ningbo's role as a hub city in the south wing of the Yangtze River Delta can be fully played
