Presently, there is still a noticeable contradiction between difficult employment of college graduates and recruitment of the employers. However, with the efforts of Ningbo School and Enterprise Cooperation Association for Vocational Education and School and Enterprise Messenger, the problem has been solved in Ningbo.

Ningbo is the first city in China to make laws for vocational education school and enterprises cooperation. In 2009, it issued “Ningbo Vocational Education School and Enterprise Cooperation Promotion Rules”; in 2012 it issued “Ningbo Vocational Education School and Enterprise Cooperation Promotion Rules Implementation”. In order to settle the bottleneck of school and enterprise cooperation, Ningbo has established a special fund, set up a school and enterprise cooperation promotion association and built public platforms like “school and enterprise messenger”. In September 2012, Ningbo “School and Enterprise Messenger” came into service online, which bridges schools and enterprises to settle the unsmooth communication between them. Ningbo “School and Enterprise Messenger” is organized by Ningbo Municipal Education Bureau, cosponsored by Ningbo Municipal Human Resource and Social Security Bureau, and supported by enterprises, institutions of higher education and other organizations.

Ningbo “School and Enterprise Messenger”, supported by the government, serves as an explorer and innovator of school and enterprise cooperation for vocational education. The messenger bridges the communication between schools and enterprises by using the powerful information database of schools and enterprises, and offering online management and offline match service for schools and enterprises.

Up to now, Ningbo “School and Enterprises Messenger” has collected information of more than 70 local vocational colleges and universities, hundreds of thousands of graduates, 6000 enterprises, 50 industry associations and 200 training institutions. Since its opening, it has helped the cooperation between vocational colleges and enterprises, in particular SMEs.
