Ningbo ranks No.2 in Zhejiang for science and technology strength

According to a recent news conference of Ningbo Municipal Government, in the past 10 years, Ningbo has ranked No.2 in Zhejiang for science and technology strength. The investment in R&D has increased from 0.50% in 2002 to 1.89% in 2011, a rise of 1.39 points. The number of patents granted has increased from 2,780 in 2002 to 37,342 in 2011, increased by 33.46% annually.

"The overall science and technology of Ningbo has witnessed a leap forward development and this has laid down a good foundation for the new round of innovative development of the city," said Yang Zhengping, director and spokesman of Ningbo Municipal Bureau of Science and Technology. The hi-tech industries of Ningbo developed rapidly in the 10 years. In 2011 the output of the hi-tech industries reaches 307.69 billion yuan, accounting for 25.9% of the total industrial output of Ningbo. Ningbo has 14 industrial bases of the national Torch Project, the national "863" Project and other high-tech industrial bases.

 

To encourage and guide the cooperation of institutions of higher learning and institutes of sciences, Ningbo organized 11 sci-tech innovative alliances of the municipal-level or above, and established cooperative relationships with over 170 famous universities and institutes of over 20 countries and regions. It has introduced about 200 high-level R&D institutes, 5 of which are indentified as "international scientific and technological cooperative bases".

The innovation is indispensible with the financial support of the government. Yang Zhengping said, to ensure the stable growth of the government financial input, Ningbo led the cities of the same status to implement the policy that "the financial input in science and technology by the city, counties and districts should be at least 3 points higher than the growth of regular revenues." In 2010 to 2011, the financial input in science and technology increased by 30.5% and 27.1% respectively, 7.8 and 4.3 points higher than the general budgeted revenue. In exploring new patterns for the interactivity of science and technology and financing sector, the city set a fund of 1 billion yuan for business establishment. It established 2 banks of science and technology, make supports to banking institutions in their business of loans on the pledge of patent rights and intellectual properties, and guide the private capital to invest in high-technology industries. In 2011, the expenditures of Ningbo on R&D reach 11.429 billion yuan, increased by 33.36% above the previous year. The expenditure on R&D covering 1.89% of the GDP, 0.23 points higher than the previous year.

In addition, Ningbo Municipal Government puts aside 10 million yuan a year to rewards to the institutions and individuals that make notable contributions in the sciences and technologies. So far, the city has introduced 400 engineers from abroad, and over 2,500 returned scholars. In human resources, the city has 1 million talents. 17 are listed in the national the China Global Expert Recruitment Program and 51 in the provincial Expert Recruitment Program
