Recently, statistics from the Municipal Employment Management Service Bureau show that with the joint effects of thick entrepreneurship atmosphere and supporting policies, about 2166 college graduates started up their business in 2014. The entrepreneurship ratio reaches 4.2%, leading its counterparts in China. Ningbo is striving to become the most dynamic entrepreneurship city. 
It is learned that since 2009, Ningbo has issued about 24 policies to lower the threshold for college graduates to start up their business. It has also helped to solve problems like capital, venue, training and operation during the process of entrepreneurship. College students and college graduates within 2 years can register their company with zero down payment as long as they can pay for the registration capital within 2 years; college students with the idea of entrepreneurship but no idea about how to start can attend various entrepreneurship training courses supported by the government; if they put their idea into practice and start up a real or online business, the government will provide them with subsidy; if they create jobs for their peers, they will also get employment bonus; they can also have a 500 thousand yuan loan for their creative idea. The government will pay for the interest for three years. The head of the municipal employment management service bureau said that the government and other entrepreneurship service agencies will help the students with the idea and action of starting up their business.
