Ningbo started 2nd round of strategic cooperation with Chinese Academy of Social Sciences

On the afternoon of October 31, a meeting for the signing ceremony for the strategic cooperation with Chinese Academy of Social Sciences and an informal academic meeting of the committee of the academicians opened in Ningbo, and on the day, it was decided to set up the work station of the academicians of Chinese Academy of Social Sciences.

On behalf of the two parties, Zhao Shengyuan and Lu Ziyue signed the framework agreement on the 2nd round of strategic cooperation. On behalf of the two parties, Li Peilin and Zhang Minghua signed the agreement on the establishment of the Ningbo work station of academicians. About 20 academicians of Chinese Academy of Social Sciences attended the meeting.

5 years ago, Ningbo and Chinese Academy of Social Sciences signed the framework agreement on the 1st round of strategic cooperation. In the past 5 years, Chinese Academy of Social Sciences has cooperated with 13 government departments and 5 institutions of higher education in Ningbo. It has established 17 research centers and 2 research bases in Ningbo. With the cooperation with Ningbo, over 300 joint projects were completed. In cooperation with Ningbo University, Chinese Academy of Social Sciences has educated 62 MA and Ph. D students involving 20 supervisors from the two institutions.

On October 31, the delegate of academicians of Chinese Academy of Social Sciences started the 3-day academic program in Ningbo.

International Forum on Higher Education 2013 opened in Ningbo

On November 2, International Forum on Higher Education 2013 opened in Ningbo. Zhang Minghua, Vice Mayor of Ningbo and Liu Xiping, Director of Zhejiang Education Department made a speech at the opening ceremony. The forum is organized by China Association of Higher Education, organized Ningbo Education Commission, and co-organized by Ningbo University and Xiamen University. Over 500 experts from Tsinghua University, research institutes of China and scholars from Japan, Australia and India attended the forum.

Topic of the forum this year is "Modernization of Higher Education: Reform, Quality and Commitment". It consists of the main forum, three special forums and two doctorial forums. Discussions were made on such topics as the Modernization of Higher Education in the Strategy of National Modernization, the Commitment and Modernization of Higher Education, the Higher Education and National Rejuvenation and Modernization. Over 40 experts and scholars spoke at the forums.

Pilot area for collaborative innovation on education and industry to be built

It has been learned recently from the Administrative Committee of Hangzhou Bay New Zone that the new zone has signed the agreement with Ningbo Municipal Bureau of Education to co-build the national "pilot area for collaborative innovation on education and industry".

The project is composed of the collaborative innovation center, higher education center, and the center for vocational qualification accreditation and public vocational training. The collaborative innovation center will integrate five sub-centers for smart appliances and electronic information, auto and parts, medical instruments, bulk commodity and health services, 10 practical professional talents training bases or labs that will be jointly built with enterprises through close cooperation in production, learning and research, and such other carriers as scientist studios, postgraduate workstations, the incubator park for returned talents, the talent stage and "1000-peope plan" industrial park. The higher education center aims to introduce prestigious universities from home and abroad by constructing the "TAFE" college and sub-campuses of some universities in the new zone, based on such existing campuses as Ningbo Institute of Fudan University and the Hangzhou Bay New Zone Auto College. The center for vocational qualification accreditation and public vocational training will provide vocational training for junior high school graduates, pre-employment skill training, on-the-job training and vocational qualification accreditation for enterprises and productive training or internship for university or vocational college graduates. In the meanwhile, the center will be built as a comprehensive center for vocational qualification accreditation by integrating various kinds of accreditation resources.

Mental health of Ningbo college students better than the average of China

On October 17, Ningbo Metal Health Association released a report of an investigation of the mental health of the college students of Ningbo, indicating that the level of the mental health of Ningbo college students is higher than the average of China.

From May 2013, Ningbo Committee of the Care of the Next Generation and Ningbo Metal Health Association launched an investigation in Ningbo University, Ningbo University of Technology, Zhejiang Wanli College and Hygiene Vocational-technical College, of the mental health of the college students. The investigation involves students of various grades in different specialties of engineering science, management, economics, literature and medicine sciences.

The investigation shows that the college students of Ningbo level the average of the country in the two complaints "I feel I have a physical problem" and "I have to confirm a thing after it is done". However, they score much lower than the averages of the country in the 10 symptoms like anxiety, depress and impulsion. Tests of personality inventory shows that the college students of Ningbo are better than the average of the country in the four indicators of straightforwardness, rigorousness, easy going, and persistency.

Great progress of higher education in Ningbo

In the past, Ningbo was quite weak in higher education. However, in recent years, Ningbo has made a leap-forward development in the education undertaking. As a result, Ningbo is today a quite advanced in higher education in Zhejiang, whose status is only next to Hangzhou. The higher education is now making greater and greater contribution to human resources, knowledge acquisition service and learning capacity that are necessary for the social and economic development of the city.

In recent years, Ningbo has taken active measures to introduce quality international educational resources so as to quicken its step to bring forth high-end theoretical and practical talents with international perspective. The University of Nottingham Ningbo China is the first one in China that has the status of an independent legal entity and a campus of its own. In 2011, a five-year TAFE project, the first one in Zhejiang, started in Ningbo. In 2012, Ningbo was approved by the Ministry of Education as one of the first pilot areas for comprehensive educational reform in international cooperation and exchanges.

Ningbo has built many a platform to promote the cooperation of the government, the enterprises, the schools and the research institutes. Thanks to such platforms as the Forum of University Presidents and Entrepreneurs and the "Conference of University and Enterprises on Talent Training", over 500 enterprises established cooperative relations with the universities and colleges. As a long-term mechanism, Ningbo released the "Rules of Promoting Cooperation of Vocational Schools and Enterprises", the first regulation in China for the protection and promotion of the cooperation of vocational schools and enterprises. In 2012, Ningbo Municipality released the "Measures of Promoting Cooperation of Vocational Schools and Enterprises of Ningbo Municipality", a policy that aims to tighten the link of education, science and talents.

As fund is the fundamental for higher education, Ningbo Municipal Government allocates special funds for higher educational institutions. Since 2005, the city has added over 50 million yuan year on year to the special fund for development of the service-oriented educational system. Since 2008, the city decided that most of the addition to the educational fund should be used for the development of the service-oriented educational system. In 2013, the average expenditure on a BA program student in a college in Ningbo was raised to 12,000 yuan a year, and 10,000 yuan on a student of a senior vocational school. In two years, the expenditure on a senior vocational school student should level that on a BA program student in Ningbo.
