According to the latest implementation plan for the prevention and control of water pollution in the coastal waters of Ningbo (2021-2022) issued by the General Office of the Municipal Government, Ningbo will implement prevention and control of water pollution in the coastal waters with high standards, and comprehensively improve the level of marine ecological civilization construction.
According to the target, by the end of 2022, the water environment quality of the city's coastal waters will remain stable and improving, and the rate of good water quality in the coastal waters will meet the national and provincial assessment requirements for Ningbo. The concentration of total nitrogen and phosphorus in rivers entering the sea has been effectively controlled, and the area of the marine ecological red line area has reached national regulations. Ningbo will strive to maintain a natural coastline retention rate of more than 35% on the mainland, a natural coastline retention rate of over 78% for islands, and maintain a stable biodiversity; A long-term mechanism will gradually be built for effectively improving the water quality of coastal waters and significantly improving the marine ecological environment.
Source prevention and control are crucial. Ningbo will adhere to land and sea coordination, and in accordance with the requirements of "banning, merging, and standardizing", comprehensively carry out the rectification of pollution sources into the sea to ensure that the water quality meets the standard; speed up the elimination of old and backward ships, and strictly prohibit new ships that do not meet the standards from enterting the transportation market; clean up and rectify the breeding in the breeding forbidden area, encourage the development of "blue carbon sink" in the suitable breeding sea area, that is, shell algae breeding, and support the development of intelligent breeding in the far-reaching sea.
Ningbo will improve the water quality of coastal waters by implementing nitrogen and phosphorus emission reductions. It will strictly control the discharge of domestic pollutants, and strive to achieve a sewage treatment rate of more than 96% in cities above the county level, and a centralized collection rate of urban domestic sewage to more than 85%; control the industrial source pollutants at the source, strictly implement discharge standards for industries and enterprises with obvious discharge characteristics and high pollutant concentrations like nitrogen fertilizer, phosphate fertilizer, metal surface treatment; strengthen agricultural non-point source management, support organic fertilizers and high-efficiency fertilizers to replace traditional chemical fertilizers, and strive to achieve a coverage rate of more than 90% in administrative villages for rural domestic sewage treatment.
Ningbo will repair and expand capacity and conserve marine ecology. It will insist on ecological priority, except for major strategic projects approved by the state, prohibit new reclamation projects, strictly observe the red line of marine ecological protection; build coastal ecological buffer belts, implement hierarchical protection and total control of coastal wetlands, 20 beautiful (happy) rivers and lakes will be built by 2022; strictly control the intensity of marine fishing, speeding up the elimination of fishing capacity by focusing on fishing boats operating with bottom trawling, sailing nets, and triangular tiger nets.
It is worth mentioning that, with the goal of "clean waters, clean beaches, beautiful shores and green bays, gathering of fish and gulls, and harmony of people and seas", Ningbo will also promote the construction of a number of "beautiful bays" according to local conditions
