Ningbo released the "skilled talents development index" report for the first time on September 23. There are great differences among talents in different industries and sectors, and for example, the emerging industries have a large demand for highly skilled talents.

Currently, the city boasts a good situation for skilled talents development. The 17 major industries covered by the report, including the machinery manufacturing and molding, new materials, bio-medicine, human resources service and conference, exhibition & tourism, have all witnessed a good index of no less than 5.0. However, differences of demand for skilled talents exist among different industries. The situation is satisfying for such trational industries as iron and steel, automobile and parts, and fashion and textile. While the talent supply can not meet the demands of such well-developed emerging industries as biomedicine, new energy and energy-saving technologies, and new materials. Even for the traditional strong industries, the quality of the talents is sub-standard as the traditional industries are pursuing high-end, intelligent and green development despite the sufficient quantity of the skilled talents.

Meanwhile, the imbalance of the talent development in the modern service industries has become a major concern. Take science and technology service industry, which is the focus of the adjustment and optimization of industrial structures and the cultivation of new economic growth points. It is crucial to the innovation-driven industrial upgrading and the high-end development of the local economy, but its index for talent development is rather low, especially for the talent supply and environment, which requires the strengthening of the skilled talent cultivation.

The report also shows that currently the age structure of the skilled talents is unsatisfying as the average age of the highly skilled talents exceeds 46, showing an obvious aging tendency. The majority of the young generations of the skilled talents are intermediate workers, and there is a relatively low proportion of advanced skilled talents
